Federal 'Multiculturâlisrn Minister Gerry Weiner, on behaif of Secretary of State Lucien Bouchard, and Rick Hansen have announced a new national award that will be presented next year to city and town councils who have contributed the most to providing access for Canada's estirnated 3.5 million disabled persons. The announceTnent was made at the annual conference of the Federation Of Canadian Municipalities 'as the culmination of the first annual National Access Awareness Week. The week was conceived by Rick Han- sen and developed in partnershidp between 23 national organ- izations and the Department of the Secretary of State. The aim of the week was to draw attention to the barriers that people with disabilities face every day. The "Five Star" Cornnunity Award is designed to recognize significant achievement by municipalities and communities which have improved access for disabled people by rernoving barriers in five areas: transportation, housing, education, recreation and eTnployment. S"By working together, we can make Canada the best place for disabled people to -live," said Weiner. "We feel that the tirne has corne to publicly recognize those communities which are conscious of the barriers that disabled persons face and are actually doing, sornething to remove thern." In announcing the Award, Hansen stated that the ultimate goal of the national access awareness week organizers is to mrake every city and town in Canada a Five Star cornrunity. "The ability to move about freely, get an education, lead a productive life and live in adequaté housing truly is independent living," said Hansen. We hope that through the "Five Star" Cornrunity Award JOAN HOYLE CHESEBROUGH Joan Hoyle Chesebrough of Oshawa died at. Oshawa General Hospital on June 17, 1988. She was 64. She was born in Wallascy, Cheshire, England on- November 28, 1926, daughter of Mr. and Mrs. Harry Hoyle. She married Wilfred Chesebrough on Decem- ber 29, 1948, and was divorced in 1965. She was the loved companion of the late Donald Calder. She was a resident of Oshawa 'and subsequent national access awareness weeks we will encourage communities to pay attention to those barriers and to act to remove them." The first awards will' be presented in Ottawa in May, 1989, at the beginning of the second annual National Access Awareness Week. Awards will be presented according to population categories for each of these five star areas: transportation, housing, education, recreation and employmnent. The "Five Star" Cornmunity award will be sponsored by the Federation of Canadian Muni- cipalities in partnership with the Department of the Secretary of State and the National Access Awareness Week Cornrittee. A national selection cornmittee will be established shortly. Mrs. Chesebrough is survived by her son, Mark Anidrew Chesebrough, daughter Marcia Joan Chesebrough, grandson Jason Christopher Chesebrough, and nieces Janice Joan Boyd and Gail Marilyn McAfoos. She was predeceased by ber common law husband, Donald Calder, ber sister Edith Hoyle Wilson and ber mother Matilda Hoyle.
