Brock West is expected to close early in 1990 at which time Metro and Durham will have to find an interim landfill site. Metro had planned to use a Scarborough site near the Rouge Valley park. "'m confident they (Metro) will give it serious consideration," said Emm, defending his committee's action. But Newcastle councillors wa- nted more than time from Metro. Newcastle Mayor John Winters asked, in an amendment, that Durham consider a review of its policy to assist Metro in its search for an interim landfill site if Metro refuses to give Durham the extra five years. Newcastle councillors fear a site in their municipality is now Metro's main location for an interim site. "It tells them where to go," said Herrema. Winters' amendment was de- feated .15-12 by couicil which then approved approaching Metro with te request by a vote of 19-8. Environment. The investigation was conduct- ed in the late summer of 1986, following the installation and start-up of a full-scale gas burner system at the Brock West site. The possibility of migration of contaminants from the landfill site was tested by analyzing the growth of a white birch tree at each of five locations surrounding the site and chemically analyzing samples of the birch leaves. One tree, located south of the site, registered a 31:4 per cent de- cline in growth. The growth de- cline observed at this site might be related to changes in the water table due to landfill excavation, or site disturbance, or emissions. There was no visual evidence of injury. In the four other birch trees, there was no indication that tree growth had been retard- ed. Elevated levels of heavy met- als were recorded in some samp- les of vegetation. These samples did not exceed Upper Limit of Normal (ULN) guidelines and were not associated with visible damage to foliage. The study could not determine if the origin of the contamination was from the landfill or other sources. At one test site, chloride was detected at 1700 parts per million (ppm). The ministry's ULN guide- line for chloride is 1500 ppm. The study did not -determine if the source of this chloride was the landfill, road salting or dust. The vegetation was also an- alyzed for levels of polynuclear aromatic hydrocarbons. In one sample, fluorence levels were. 942 parts per billion. Most samples tested non-detectable. Fluoran- thene was detected in trees near the landfill, at levels lower than those found at a control tree fur- ther from the landfill. Ministry staff will conduct more tests to attempt to deter- mine the source or sources of the contamination noted in this study.
