A council committee recom- mended the special meeting. But Emm argued any special meeting would delay acceptance of the code until after the election. But other councillors said they would not let Emm's statement pressure themn into making an uninformed decision. "Fm not going to be dictated to or threatened before I know what is on the table," said councillor Bugelli.
