. .. ELECTI@N .. .. .'88.. Roberts: Have free trade internationally before U.S. EBy Milce Johnston Canada sbould establisb a free-trade agreement internation- ally before attempting an agree- ment witb tbe United States, according to John Roberts, Liberal candidate for Ontario riding. Ontario riding includes Ajax, Pickering and south Wbitby (soutb of Taunton Rd.) Roberts, a former cabinet minister witb the Pierre Trudeau government, says an interna- tional agreement would oive Canada a better bargaining position witb the U.S. "The Liberal party bas argued for freer trade in Canada and internationally," says Roberts, who added tbat support programs are alsojeoparized. He says tbe agreement does not include any safeguards against U.S. congressional actions that would burt Canadian ex- ports. Roberts, who was Minister of Environnment in 1980, argues tbe Conservative government bas "lasbed tbe budget of environ- mental government" and bas given the provinces more power to act on tbe environmient. While be acknowledges the provinces have a strong role to play, bie says a federal govern- ment must play a role over a longer period of time. "Mulroney bas said we need more researcb on acid ramn. But a Liberal government will act on the problems and restore pro-' grams tbe Conservative govern- ment lasbed." There is a need for more day care spaces in Ontario riding whicb is growing rapidly, according to Roberts, and be says John Turner's promise to pump $8 billion into the day care system will belp alleviate that demand. "Our program would operate on a tax credit rather tban a tax deduction," says Roberts. He explained tbat a tax deduction is better for upper income Cana- dians. "The more an income falîs below the average, the more of a tax credit will be available," says Roberts. Restoration of tbe registered borne ownersbip plan will also go a long way to belping first time home buyers, says Roberts. A Liberal government would also offer a tax credit to any Canadian paying more than 30 per cent of their income for accommodation. While acknowledging tbat affordable bousing is primarily a provincial and municipal responsibility, Roberts says a strong federal government can play an important role. A Liberal government would also selI crown lands to non-profit groups and cooperative bousing groups. Robe rts, a professor of poitics at Concordia' University in Montreal, feels the -race in Ontario riding is going to be close. And he says that nationally the race bas become more interesting with Liberal leader John Turner's strong showing in the televised debates among the tbree main party leaders. "We were encouraged even before the debates took place, but it was a terrific boost," says Roberts. *Not only bas it led to a surge by the Liberal party in the polis, Roberts says tbat dloser to home, Turner's performance bas given encouragement to Liberal work- ers. As a past minister, Roberts says bis experience in Ottawa will assist bim in representing Ontario ridinz.
