A- Town planning report indicates that 791990 Ontario Inc., as represented by Russell Cheeseman, acquired a 0.88-acre site, comprising several proper- ties east of Pine St., between Cedar and Dundas St. E. Cheeseman has requested that the Ministry of Municipal Affairs and Housing modify VWitby's downtown secondary plan so that his entire property is high density residential. SThe downtown secondary plan, approved this year by Town and regional council, designates the south half of the property (along Dundas) as high density resi- dential (allowing townhoijses, apartments, etc.) but designates the north haîf (along Cedar) as low density residential. (Zoning is not yet in effect.) The Town planning report notes that Cheeseman "feels the plan's land use designations are inappropriate, failing to recognize the site is now under one ownership." Town staff say that single ownership "was not the case during the course of the secondary plan study' and that there was no correspondence from the numbered company during the secondary plan study process. At the Town's administrative committee meeting last week, lawyer Murray Miskin said he and a number of area residents had concerns about the develop- ment proposed by the company, and that they supported the Town planning recommendation to reject Cheeseman's request.
