Betty Schaefer, diector or nursing for the Region's public health department, will chair the task force conducting thr study. Ron Ballantyne administrator of Whitby GeneraI Hospital, is a task force member. Vice chair- man is Dr. Amy Goldwater, director of psychiatry at Oshawa General Hospital. The task force will develop a computer-based inventory of existing services; analyze exist- ing arrangements for assessment referral and treatment of chil- dren and adolescents with emo- tional health problems; survey agencies to assess gaps in ser- vice; and survey consumers and parents requiring assistance. According. to a recent child health study, one in five children aged 4 to 16 had one or more of four common mental health pro- blems over a six-month period. Problems are conduct disorder, hyperactivity, emotionial disordeir and somatization. The study says there should be more effective primary preven- tion programs for groups of chul- dren on a school or community basis. The study also noted a high correlation between parental sta- tus, poverty and other socio- economic indicators on the pre- valence of psychiatric disorders in children. The council would particularly like to hear fromn parents/ children who have to obtain services outside of Dur- ham and those who have to wait a long time to see a mental health worker in the region. The Town of Whitby has begun an investigation intQ providing a subsidize- taxi servi ce for the blind. A similar servi*ce is provided in the City of Oshawa were blind passengers pay $1 per trip with the remaining cost subsidized by Oshawa. Oshawa then receives subsidy from the Ministry of Transportation. But Manuel said that could also be a problem. «We have to look at how much more we can take on with our existing staff," said Manuel, who told committee that although the subsidized system appears sim- ple there is a lot of paperwork involved. Once Handi Transit has ac- knowledged they c an administer the systemn, the Town would then have to select one of the two Whitby taxi companies to provide the rides.
