Cail Lorna MiUer Phone 668-6369 I/1694-1502- Cotmcil. taps hi onCoscanoffer By Mike Johnston Coscan Devlopments has offered to pay for an engineering solutions study in Brooklin - the next step in bringing sewer and water service ta the community. Council accepted the offer last Tuesday night. The study, which will look at various ways of solving the. serjous, community- wide, sewage pollution problem in Brooklin, will cost between $50,000 and $100,000 and will take one year ta complete. Coscan stepped in and offered to pay for the study because the Town and Regian could flot deci- ded which level of government should respond ta the problem. "Nothing was being done. The Region and Town couldn't decide wtio should respond and thepri- vate sector moves quicker t han the public sector," said David Keenan assistant branch mana- ger for àoscan. Keenan told The Free Press that Coscan purchased 396 acres of land in Brooklin two years ago and has plans for building Vic- torian homes. He also indicated schools cou]d be built on the land. The lands are parts of the 1,432 acres that First City owned in the Brocklin area. Coscan bas already begun designs ta bring sewers ta their Iand. But Keenan explained that for the sewers to work, the Region bas ta bring water ta the area. Keenan says the Region, hav- ing the .responsibility for water and sewers, received a letter from the Minisr of Environ- ment indicating there would be funding of 56 per cent of bath the engineering study and solution if work was ta start within five years of receiving the letter which was dated Oct. 5, 1988.* "If we didn't get started on this we would be running out of time for the ministry's guidelines,» said Keenan. '"We have ta, have sewers and water up there five years from last October or the money would be lost and allocated ta another municipality,»he added. Keenan said it would take one ta two years ta, construct trunks for sewer and water ta, Broaklin, plus an additional 12 ta 16 months lost because of winter. There are four methods of solv- ing the problem, according tc Keenan. One is a sewage I agoon, where the sewage is directed to an area where it settles. It is then covered up and another lagoon is started on top of that. Keenan said there is an old lagoon in Oshawa but the problem with that solution is the odor. A second answer is spray irri- gation. The affluent is, piped ta farmers fields as a nutrient. ,The third is ta rebuild the séptic systems in Brooklin using concrete tanks. The systems would then be pumped out each year. But that can be expensive," said Keenan. The fourth is ta brng trunks up ta Brooklin from Whitby. Coscan is also working on a tiaht sehedule. Keenan said their research bas shown the market for single fam- ily homes will start declining in 1995. While he did not give the exact location of Coscan's land, he did say it was not close ta the- Braok- lin business area. ofewanrtapreserve the character ofBooklin. We also want ta see the downtown deve- loped with character,» he said. Coscan had wanted their con- sultant, Proctor and Redfern Group, ta complète the engineer- inz study. However the Town planning department felt that would reduce the objectivity and credibility of the studyfror grook- lin residents. 1 Coscan had wanted their con- sultant, Proctor and Redfern Group -ta camplete the enginer- ing study. But planning depart- ment feit that would reduce 'the objectivity and credibili1tr of the study for Brooklin residents. Council also agreed ta- reject, a 46 per cent grant from the Minis- try of Environment for the cost of the study ta Coscan.
