Areport on the policy had been prépared by Whitby's plan- ningdepartmnent and was appro- ved by Witby council on Tues- day, last week. Whitby's officiai plan already contains zoning for a variety of housing and that the marketlace, more than, any-, thing, usually dictates bouse purchases. "If the public is not prepared to buy (lower cost housing), the builder will not build,» said eU4ii(lled. for leadership from both the federal. and. provincial governments to provide land for affordable housing. Target populations may also not be able to afford rent levels or downpay- nients,' notes the report. The Province's draft polcy only addresses the supply Of affrdable housing from an approval perspective, according to the report. This will have a limited effec- tiveness, according to the report because there are a number of items that effect housing costs including fluctuating interest rates, marketing decisions, and labor and material costs.
