A report to committee noted that urham would receive $25.9-million in rebates and royalties from Metro if it opened a new dump in Pickering. Parish called that blackmail. "Metro has said that ta get into Durhami again we will have ta bribe Durham.-Yoii are selinq environmental risks for dollars, he said. He asked that residents of Durham Region be peritted ta get involved in the decision. "This dump will destroy life in Whitevale, '" said Lloyd Thomas, president of the Whitevale resi- dents' association. Whitvale, which would be loca- ted 66 feet froni the Pl dump, would bh gTstroved hecause of that are associated with a dump, added Thomas. "Regional chairman Gary Her- rema would selI us down the road and give us airports and dumpS, "argued an angry Mary Woo", while a tearful Maureen Jones, a Whitvale resident for five years, said a dump would destroy life in Whitevale. "I don't want to live there if it is going to be a garbage dump. I want a place to bring up my kids.» Julia Schembri, who would live 500 feet fromn the dump, read a letter to committee from her 4- ear-old son, pleading not ta build a dump that would kilI animaIs in the area. "Don't tear down my world ta make your dump," read Schem- bri. After the deputations, Her- renia noted that Durhamn does not have ta join GTA for a undergoing its owfl waste master plan at a. cost of $1-xnillion. "That mnaster plan is an in- surance - plan," said Herreiiia, adding that a. year from now coundl could decide ta join GT orxgo alone. B t he warned that Durhamn does not have that choice for a short-terrn answer. "Our short term is very, very limited,» said Herrema. He disagreed with charges thatDurhaxn is being seduoed by Metro's mnoney. Rather, he clai- med, Durhami would have control of the new Pickering dump. If both comnittee and council a p prove the recomendatian, Metro would leave, Brock West early and would. start dumping garbagfe at Keele Valley in York. Durham would then have sole use of Brock West until 1992 when bath regions would begin using a new site in Pickering. LOB 1AO ' PHO.NE 4.16- 655- 3842i 12-day Ridvan begins for Bah&i faith ~ ~*1 On the evening of April 21, the by prayer and nieditation and the mnth ta tweiitfl a.ay ai ina zuuvtuz period, the Baha'is every year members of the Baha'i community of Whitby will mark the beginning of the 12-day Ridvan (pronounced Rizwan) period by electing the spiritual assembly of the Baha'is of Whitby for the year 1989-90 or the year 146 of the Baha'i Era. This election takes place ever~ year on the same date. Bahai elections are unique in that there are no nominations or electioneering. Every memiber of the Baha'l community who is over 21 years cf age is éligible for élection. The voting is preoeded voters write nine naines on a blank ballot. Election is by plurality vote; thase who get the most votes (not necessarily a majorit) become members of the local spiritual assembly. Baha'ls vote for those whom they consider te have the necessary qualities for membership on the assemblY. This sanie pracedure takes place in eryomunity aIl over the world where nine or more adult Babals reside. Latcr on, usually during the hold a national convention when delegates from ail over Canada gather te, elect the national spiritual assembly. The voting at the national, convention is conducted in the same -manner au the local elections. The 12-day Ridva pcid is corîsidered by the Baha'ito be their most holy and spiritual festival because it commemorates the time the Prophet Founder of the Faith spent in the Gardens of Rtidvan (Paradise) of Baghdad. Durham pre-schoolprogra'ns FROM PAGE 6 students. There can also be a parent volunteer prograin place within a junior kindergarten or a nursery schoal. The emphasis is on enrichment and socialization rather than the caregiver aspect. Somne parents use junior (or senior) kindergarten in canjunction with the daycare system, as the fée for junior and senior kindergarten is covered by schoël taxes. Daycare and nursery sehool are generallY paid out of packet (unless the parent is eligible for subsidy due to extenuating circumstances or needs). Private homne daycare has a community daycare. A home daycare should have no mare than five children in attendance. The number may vary slightly, depending upon the ages of the children. There is usually one caregiver. If the private home daycare is licensed by the Ministry of Social Services, it bas regular impromptu inspections (as do the icensed community daycares, nursery schools, etc.) Iàcensed private home daycares maintain many of the sanie activities and routines as a community daycare. Sanie parents send-their children for a prtion of the day, ta a junior kinergartn or nursery school, Parents who are informned and understand the options. available for their pre-schoolers are able to make the appropriate choice for their pre-schooler. Teachers of this age group (infant ta 5-year-olds) are warking in a collaharative manner ta give each child tht best prograrn possible. Whether a parent is working in or out of the home, they mnaY wish ta consider somne of the above options for their child. Respectfully submitted, Patricia Mowers, E.C.X.
