PAGE 16, WEITBY FREE PRIESS, WEDNESDAY, IMY 17,1l9 Local road improvement policy is discussed by- committee FROM PAGE 4 Councillor Joe Bugelli dis- agreed that the homeowners had te pay the interest. He felt the interest should be charged te the Town's general tax base. "If we apply the interest rates more people couldn't pay ana1 would ask that the work not be done. The process is therefore se1f-deféated,» said Bugelli. «When the amount is spread over the general tax base it becomes- a number of cents not dollars," he added. "I strongly recommend the interest charge be charged te the project. It is wrong to spread the interest over the miunicip ality,'- said mayor Bob Attersley. A report froin the Townes treasurer, AI Claringbold, noted that two revious local improvement pro. ecta, streets in the Bosedal Dovedale subdivision and Went. worth St, east of Thickson, both had interest charged to owners in the area. Claringbold also reported the City of Oshawa, which has the used the policy for a number of years, charges inter- est.- Councillor Bugelli moved that the interest rate be dropped but did not receive support from committee which agreed to charge the interest to home- owners. Committee also discussed the method of notifying residents of proposed work under the policy which allows the Town to urban- ize sfroets that do not fail into their 'now needs' category. Work would be either 'petitioned by residents or initiated- by the Town. Committee was shown, the form, the Town will send out when notifying residents how much they would have te contri- bute anc if they opposed the work. Residents have the option te gpiethe project te the Ontaric u ci 1 Bard; But Bug ell noted the form does not direct residents where they cend their objection. H e asked that a separate letter be sent out with the form telling residents where-they send their objection. Committee disagreed, rnoting the form bears the naine of the Town's clerk which, according to -councillor Tom Edwards, would lead residents to send objections to the clerk. Public works director Dick Kuwahara said he would ask the Town's solicitor if a letter could 1-* sent out.
