It was a roulgh budget for ail of us. It. had to be to control our groingnatonal- debt, which je a major obstacle to a botter future frlC anadiens. The budget measures are tough to match the enourmous challenge we face. The basic problem Finance Minister Michael Wilson and the goverrnment had ta deal with is the federal debt which has been accumulatiflg over the paet 20 years, and the enormous interest it caste us. In the eerly 197013, the thon federal government began running large annuel deficits by epending more eech yeer than wee colected in ýtaxes.hI succeeding years these annueldeficits began ballooning out of control. Today, the total accumulated national debt is more then $320-billion. That worke out to be approximately $34,000 for each household in the country. With this yeer's budget, government revenues should more than cover the caste of current federal programs and services. However we sMMl wiil have a déficit of $30.5-billion which muet b. borrowed to pay the interest on aur accumulated debt. Because of the interest in borrowing rates, it's expected the cost of paying intereet on aur debt this'year will. increase by over $6 billion, for a total of $39-billion ini interest charges.' This. $39-billion for interest is. by far the largest -single cast facing thie federal government. It's more than will be spent this year for health care, family ailowances, Old Age Security, and social assistance combined. With Mr. Wilson's coet contraI agenda, it is going to take three tough years ta bring the growth of interest, the annuel déficit, andt the accumulated debt ta manageable proportions. We should have a balanoed budget by 1994. What's at stake is nothing less than-the government's and aur nation's capacity ta continue the high standard of living and quality of life that aIl Canadiens want and expect. The cost of debt reduction may seem high today, but the price of failure is unimaginable.
