Since the inception of the com- munity school concept last year, an executive council of com- munity schools was established 1ô inform the Town and boards of education of the community schools' needs.. The executive council has a!'ked both the Town and boards for larger office area nît the entrance ta schools and ýta con- sider adding multi-purpose rooms. The council bas looked at the two existing community schools, Pringle Creek and Bellwood, as examples. Two more schools, Palmerston and Glen Dhu, will be used as community schools this fail. In a letter ta the Town execu- tive council chairman Wiliam Peel noted that any consqtruction of futu re schools that*"are ta be useil as communitk schools should "address the critical need of storage space.and visibility for community services.- "The Bellwood community ser- vice office, for example, is very impractical and there is limited storage capacity in both sehools." For example, taxic wastes in the leachate from a landfill can contaxninate groundwater, taxic t wastes can pollute the emissions from an incineratar stack, and taxic wastes can contaminate the compost 'from a central composting operation. To address this concern Durham Regian made provision in the 1989 waste disposai budget for. a demon- stration project ta examine the feasibility of a household haz- ardous waste collection system for paints, salvents, pesticides, ails, batteries, etc. A number of European municipalities provide a pick» up atnd carry service for the collection of household hazardous wastes. Collection takes place in a vehicie specifically equipped for this purpose and known as the "environmental mobile" or "taxic taxi". After collection by the taxic taxi, wastes are separated and taLen ta a transfer station or disposai plant. In January 1989 the consulting firm of Simcoe Engineering was retained-ta undertake phase I of a demonstration project ta extablish MMH collection system. Based ohn the experience in European municipalities it would be appropriate tà now proceeci with a taxic taxi pilot prject in cooperation with one or more of the area municipalities- in Durham Region. This concept bas been reviewed with our consultants and a proposai will be forthcoming for the fall of 1989. The Townihip of Uxbridge has recently expressed interest in ben the test municipality for a H piiot program (see' Correspondence WMC-42-89). Recycling Drop- Off Depots Durham Recycling Inc. maintains a network of recycing drap-off depots throughout Durham Region. However, based on observations of drap-off systeins in European cities we are convinced that aur system of drap-off recycling depots can be enhanced ta provide a more effective and efficient supplement ta the blue box recycing program. The drap-off depot network in Durham is presently set up ta serve mainly rural areas. In Europe, drap-off depots are iocated throughout urban areas (eg., in shopping centres and on City 'street corners). If drap-off depots were set up in shopping centre parking lots or industria mails, they could better serve recycing in. the industrial- commercial sectar. In. addition, drap-off depots near apartments could serve multi-farnily resi- dential areas which do not receive blue box collection from Durham Recycing Centre Inc. At present, the recycling drap-off depat network is serviced manualiy. This labor intensive operation is quite' costly and inefficient. In addition, Drham has had several cplaints concerning overloaded recydling depots. For these reasons provision was made in the 1989 waste disposai budget for the expansion and automation of our recydling drap-off depots. The European experience wili be used ta, good advantage in redesign of Durham's recycling drap-off depot network. In summary, the waste management European tour bas provided useful information with potential application ta, Durham Region in the areas of wetldry collection, central composting, central dry sorting, HHFW collection (toxdc taxi), and expansion and automation of the recycing drap-off depot network.
