In response ta a recent letter from the OshawaDurham Home Builders' Association asking that they "be informed when and if the Board wiii proceed with a iot-ievy by-law," the* board on Monday night agreed that the.vy would invite the group to discuss the issue. «We wouid welcome the o par- tunity ta sit down with the n~ome builders and, discuss this issue" said Oshawa trustee Ruthi LaFargfa. J. Wayne Jeffery, president of the association, states in his let- ter to the board that "We are wiiling to pay aur fair share. However, we are concerned about the open-endedness of what levies wffl be permitted to cover, specifically the financing of new schooi construction." On Augt.29, Lafarga, Ontario Public Sèhool Board Association president, made a presentation to the Ontario legislature's com- mittee considering the issue of lot levies in Bill 20, the Develop- ment Charges Act. "We do not support the move away from provincial funding," said LaFarga at Monday night s meeting. "Because we have a crisis in the funding af capital in, the province, we were prepared ta s upport the introduction of lot levies. We asked. that the legisia- tion be revieWed in five years' time. "Many boards think lot levies only apply to growth boards. If roth boards h ave access ta the fevies, money wauld be freed up and available ta other boards. Iff a board decides not ta access the levies, they should not be penal- ized. «We are very concerned that the Province announced a reduc- tiçn to 60 per cent from '(the original) 75 per cent. It should be phased in. Iît is now looking like, 57 per cent. "In the Act, municipalities col-, lect lot levies," said LaFargal. "Municipalities were given t he rights ta lot levies. She said there is no legislation on how the levies are used. "The government felt theyr wanted to get control of the lot levies and what they were used for."
