Although most are reiieved that coliege students and teachers can get back to the business of education, there is stili much unfinished business. Teachers stili don't know what's 'ahead'for them. Do they have job security, and sick benefits? Who knows? What they do have right now is a chance to make a iast-ditch effort at negotiations.* Unfortunateiy, flot ail the students willI bel returnlng. Those who got jobs during the strike may opt to keep those jobs. That may have been their Iast stab' at a formai education or retralning. With a lot of work and a littie Iuck, most students will make their year. Hopefuiiy, negotiations wil create a' positive and satisfying settiement for the teachers.> But Sean Conway has failed. -He provided no leader- ship. His silence was a deafenl' ng biow againist unions and showed a blatant and arrogant lack of. respect for the process, the teachers and the students. Flymng in the face of these sobering criticims and with the arrogance of your government, comes Bull C-15, innocuuly referred te as plant breeders' rights (PBR); condemnedb environmental groupe as "a B% (which) seeks to promote an agricultural systemn that is environmentally damagng ..--" In a brief the Toronto-based Canadian Environmental Law Association (CELA) submita that "should Bull C-15 be pasaed we will see, an increase i pesticide use both in Canada and iternationally with a commensurate rise on health and environment issues." CELA cites genetic erosion, monoculturaliam and limits te organic agriculture. CELA' concludes '¶Bill C-15 wil be making a significant, and unnecessary contribution te the' global environument crisis. CELA is joined by Canadian intereat groupse farm organizations, the churches, environmentalists and international development organizations. These donations again'helped our fundraising -dance to be a great success. The Kinette Club of Whitby Imtproved trans portation system needed Over the' years, Canada's national tasoaion sse has lagged behiind in both technology and rideshP. Ibeiv that a perfect example of the failure of the transportation indu~ is evidenced by the outlandish subsidies which were and stii are required to keep VIA Rail afloat. Due to its ize and sparse population, there is little question that Canada reqie a much improved transportation system. It was with thesIe idels in mind that the governiment recently announced the creation of a Royal Commission on Passenger Transportation. The commission wiil look ahead into the 2lst century to advise governments on the needs of Canadians and the relationships between the modes of trunsport in the future. Through wide consultation and its broad mandate, the commission is expected te provide a clear action plan that will ensure that the transprtation links among Canada's regions are maintained and improved. The commission will inquire into and recommend solutions on four main areas. The flrst area of study wiil be the role of a national integrated inter-city passenger transotation system and its relationsbip te, the entire -ý4nsprtation system; secondly, the structure of a suitable miulti-model transporation system, demonstrating the linkages; third, the potential for and constraints on achieving a, national!1 system; flnally, the appropriate financial arrangements te achieve such a system, taling mnte account the jurisdiction of ail levels of governnient and the role of the private secter. It is my belief that if the goals of. the commission are achieved, it should provide Canadians with a blueprint for a comprehensive, co-ordinated passenger 3ytem te carry the nation welli te the 21st century. I would like to, thank ail of those wno attended my Oct. 27 Vox Pop Forum. The issues of the daY were discussed in full.
