In February, councillors got a 29 per cent increase, retroac- tive to Dec. 1, 1988, while the mayor's salary increased 20 per cent. The newest raise, retroactive to Dec. 1, 1989, will bring the mayor's s3alary to $37,205. Council also voteêd an addi- tional six per oent increase, effec- tive December, 1990 to bring their earnings to $Ï4,648, up from $13,819, at the end of next year. Counciflor Lynda Buff'ett said that the raise was in lime with that given to Town employees. "It is fair," she said. "We're keeping it within thoSe saIne percentgeguidelines.» Councillor Marcel Brunelle also thinks the raise is fair but recognizes it is a delicate issue fo alinvolved. He said. that past increases of three per cent had placed Whitby councillors' salaries behind those of other municipalities. "«It is reasonable," said Brunelle. "We gave ourselves the same rate increase as we gave Town employees." Councillors agree that the in- crease is appropriate but not al agree that they should decide their own raises. Councillor Tom Edwards says it is "highly inappropriate» for councillors te decide their own rmises, and he recommenda'that Whitby ado pt the saine pro- cedure which bas worked for Toronto for the p ast 10 years. Edwards epIins that a com- mittee of three people, one ini business, one in labor and one a housewife, compare various salaries and jobs with that of councillors and come up with a suitable increase. "It doesn't always mean small increases,» says _Edwards, "but Reasons for the delay of fi recydling proJects were discusi at last -Wednesday's regior council meeting. _ Thie four recyding projec with whicb the ]Region decidg not te proceed in 1989 were pilot mixed paper recyching pr ject, PET/plastics recyclmng pr Ject, apartment recydling p: grain and expansion of a rec cig dro -ff depot network.
