An umbrella organization com- Ureig representatives of indivi- ua1o0.position groups in being formed to present a united front agist plans for a garbage dump in.Durham Region. ranzero feel that many cf the arguments against Iocatinj a dump in one area, can be apphied te the others, thereby saving valuable time and resources. Consultants for' Durham Régon have outlined five pos- sible locations for the Region te dump its garbage .over a 20-year period, beginning in 1996-97. The candidate sites -- two in Scugog Township, one in Osh- awa, one in the Town cf Newcas- tle and another near the Whitby- Pickering border -- drew un- mediate opposition from nearby residents when announced in September. A recent meeting at Meadow- crest -public school ini Broolin drew almost 400 people opposed te a site west cf Lakeridge ]Rd. and north cf Conc. 7 in Picker- kîiiten Mowbray, chairman cf the committee against the afo;re- mentioned site, ' utlined the rationale behind forming the umbrella group. "Ini the case of each site there are similar arguments that can be made, and also a lot that can bo said with respect te the whole proces" said Mowbray. «It's ridiculous for each coi.- mittee te work independently on coîmon probleis. It's appro- pri*ate for an umbrella organiza- tion te deal with those concerns.» Mowbray said one cf the goals cf the umbrella group is te make people living in the, vicinity c f the candidate sites aware cf potential problenis. ««Anyone' living withii. five miles (cf a dump) may have odor problems. Anyone reasonably near it should be conoerned about the effeet on their wells." In the case cf the 650-700-acre site i Pickering, Mowbray said- more than 50 per cent cf the property now drains intp Lynde CreeBk.1 Ho said surface runof will ultimately get inte the creek and find its way inte Lake Ontarie. As Mowbray explained, dlay barriers are usually used i a landfill site te seal the _pit and prevent effluent frai the gar- bage from leaking inte the ground. "But if it doesn't leak out where does it go? It won't al evaporate," said Mowbra y-. "If it's a perfect sea i ,wil overflow, if not, it will l.eak out the bottom.» Mowbray contends that "sooner or rater" ail landfill sites leak. Ho said organically-prodÙced chemicals will forni in the *gar- bage and eat away at the dlay. barrier. «A resetable'body of thought says tin will affect the dlay lirer,' it becomes more permne- able. Eventualiy it gets into the ground water." Mowbray is critical of both regional and provincial politi- cians for thefr approach te waste management. Ho said the Reffion should be focusing more cfr its energies on recyciing and diverting waste fromn landfill sites. As for the provincial govern- ment, Mowbray said it must force manufacturers te produce more re-usable containers and clamp down on hazardous materials. He said that when old glass is broken up for reprocessing pur- poses, it consumes energy. "It would b. much more econo- mical to reuse containers theres a need for more standardized containers." As for hazardous materials, Mowbray said the "biggest offen- ders» are such items as house- hold cleaners, solvents and auto- mobile batteries. Hosggests that depositsb charged on produets Ithat are harinful to the environment. This would compe1 conslmer te return the usditem te the place of purchase rather than throwingr the empty container into the tash bin. "At least w. could get them in one place where people would know about them. A green gar- bage bag could contain any-. thing.» Lasco dump decision is deferred 1) c .IE Ronald L.
