While. every other Durham municipalil as experienced a decreasé ini construction activity, development in Whitby continues unabated. According to the report~ thé value of ail building permits issued i Durham Région fromn January to Septem ber was $484.7 million. This figure réprésents an almost 40 per cent (39.2) drop i the valuie of permits issued for thé saine period in 1989 --$796.8 million. Oshawa recordéd thé worst percentage décreasé, 74 per cent, from $147.9 million to $38.9 mil- lion. Pickering was next with 63pe cent from -$156 million to $5.3 million.
