WHITBY FRE PRESS, WEDNESDAYe Mdà Rag 20o,1991, PAGE 13 CLOCA has warningt system for* sprin floodrng Fair tax cmision By Drmmoe*l Whit. Durham centre MP We ail know that taxe are necessamy in order to pay for such basic services as educaïion, roads, and health car. here. in Whiitb. Most of us also feel that the present tax system'in Canadiunfair. Increaingly, taxes have been levied on thtoee who can least afford topay them - senrs, young fiaiies and hom leonr are al forced to pay more whilethmoeafun pay proportionately less Property taxes, in particular, are a real, soe point for Whitby ratepayers. As a provincial. government, we are committed to, changing the system. To that end, the provincial treasurer, Floyd Laiughren, bas establiuhed a Fair Tax Commission. W. want a complete an& systemic overbaul that wiil last for decades O we need-the bust advice tlb fon a new and progressive tax system in this province. In the meantime, we are n* séhiring away from, our élection commitment. In fact, the'first piece of legisiation that was introduced -- Biul 1 of our new governinent -- was a bil which made, sure that the provincial sales tax did net piggyback on top of the federal GST. Unlike the previous government, we did not want -te tax a tai. Getting that iece, of legisiation through provincial parliament required five dy.of continual debate and sittings until midnight as the offlcialoppostion attempted to, delay its 'passage. You wiU note that Cèe nce whenever you purchase an item. The retail sales taxini on the purchase price, not on the purchase price plus the GSi! as would -have happened if there had been no change. This sinail and fairer tax ch ange means that your provincial treasuiy wiil not b. receiving $500 million from taing a taxA t also means that your provincial government isnflot committed ta, the federal GST. ThIe tai system is immense and multi-faceted, and every change wiil have ripple effects throughout our community and economy. What are the effects of taxes on women? What is the relationship between environmiental incentives and taxes? How .can the goverrnment previde -low income tai relief? What reforms are required for wealth taxes, land speculation taxes, cgrporateý taxes, pro)perty taxes, and tax-related, incentives? These are thekidnds of issues that wilbe dealtwith by the new Fair Tai Commission. The goals of the commissi«on are ta as..n. the, overail fairnes.' of the systemi; ta provide goverament a"sstance in desgning and imp ementing a more equitable structure; and ta ensure a~ broad base of participation for affected groupa and citizens. We want ta, hear frmthose who traditionally have not had access ta, tai policy development. Everyone pays taxes, se it is only fair that'everyone should have a voice mn how they are raised -You wiil have an opportunity ta, make your concerns had As chair of the Legisiative Justice Committe%, I was pleased with the number of people fi=o ur area. who appeared during. the committe delibertions. I hope that many wiil alse make their views known about se crucial an issue as fair taxes. Try telingypiwemployer you need three afternoons off every week. for dialysis treatment...
