CfeBd ht Batten: Only minor changes will be mad.e to Coscan Plan By Mike Kowalod Some slight changes may be made to a major residential deve- lopment plan.ned for Whitby's waterfront. Councillor BRoss Batten says the muicipality is prepared te make minor alterations te a bylaw approving a $150 million development at Witb harbor. However Battenc airman of Whitby's pýanning and develop- ment conimittee, says Town council would oppose a «major overhaul" of Coscan Develop- ment Corp.' Harbour Isle pro- ject., ifIn fact, Batten is worried that ifthe 'Ontario government pushes too strongly in its objec- tions to Harbour Isle, Whitby may risik losing the development altogether. Anid that, says Batten, would be the worst thing that could happen" to Whitby. Earlier this year the Ministry of Municipal Affairs notified the Town of its intention te challenge the bylaw approving Harbour Ishl, ùàt the Ontario Municial Board (0MB) unless its objec- tions are resolved. The 0MB je a powerful provin- cially-appointed body which rules on municipal matters. Only the Ontario cabinet can overturn an 0MB décision. Under the Town-approved pro- posaI, Harbour Isle will spread across the foot of Brock St., coverlng 16 acres of land on the west side and six acres on the east. It will include three 15-sterey apartment buildings, 54 tewn- houses, a recreation centre and commercial units. Tlhe municipal affairs ministry objects te, the development as now proposed. The _ministry's concerns in- clude: *lack of full public access te Lake Ontario (approximately 300 metres of watefont will béecut off te the public under the cur- rent proposaI); *the development's relation- ship te the government's 'pro- p osed walking trail along the laé shoreline from Burlington te Newcastle- *the overaîl size and density of t e roject. Meetinùgs have already been held between provinicial, munici- pal and Coscan offictab'ý totdis- cuss the government's concerne. Among those who attended a meeting in Whitby were David Crombie, chairman of. a royal commisson n the Greatar Toronto Area7s waterfront, and Duncan Allen, special advisor to Premier Bob Rae. The provnce ,objects to the rject beause it feels Harbour Ifsile conflicts with certain «princi- pies» contained' in Crombie's recent report on waterfront deve- lopment. Among his recommendations, Crombie calîs for creation of a walking trail and' making the entire stretch of lakefrorit a pro- vincial resouroe. The government intends to im- plement many aspects of the report. "There's no question that at this point there's a Ioggerhead between the province and Town," said Batten. 1«1I don't think it needs .any changes but well have to address that with the province.» Claiming Hari'our Isle, will serve- as a «cata.lyst" for the waterfront,, Batten said «the worst thing that can happen to the Town 18 to loge the develop- ment.» But he is hopeful a mutuallY acceptable agreement can be rea- chef. Although Batten is still upset with the government's eleventh- hour intervention (the project was initially proposedtwo years ago), he is willing te accommo- date Queen's Park te some degree. «I don't know if there will be changes and Fm not prepared te get into a pushing and- shoving match » he said. "If it's a matter of making a couple of concessions we would do that, as far as a major over- haul, no." Karen Smith, senior planner with the- ministry, said govern- ment staff are now preparing a report for Coscan wluch will out- Une the province's objections. "We agreed te formulate our specific concerns as they relate te the development site,» saidý Smith. tion from Coscan or -the munici- pality to the government's objec- tions. Coscan spokesman Michael Firestone told The Free Press his company is "aware of their (pro- vince) concerns." However, Firestone said Cos-< can will not. alter the develop- ment unless requested to do so by the municpality. "It's the Town's bylaw, it's their responsibility to work it through"»said Firestone. Accorâing to Firestone, Har- bour Isle complies with guide- lines contained in both the Port Whitby secondary plan and Whitby's officiailjplan. «We look to the Town to con- tinue on with the bylaw," said Firestone. «Unless we're told differently by the Town, that's what we've- proposed. It's up to them to change it. Meanwhile, a foril request for a hearing has bepdirected to the 0MB, said Smit4. She dide not know when a hearinymay be held, but was hOBetween now an te eaing we hope it cran be resohved to our mutual satisfaction,»' s4id Smith. Batten, too, wasý confident of averting a hearing. «I don't think we'1l go to the 0MB,» said Batten. * 2-- -------- ----- ----iE 1--- ---- ---T- -----A----- ---------- Ltghtning Lunch il am-2 pm $3.99 Créa 15 MINUTES OR'FREE GUAýRANWEED.
