Does the Durham, Btard of Education have aY. idea çf the implications in p>asén¶1 a blc change that wi«f e h lc charged m~ore te rent school RALPH BLANK Whitby Hydro Electric Commission Autharized by the CFO for RaIi Blank Fact: A report by Jean L. Richardson (1989) indicates thal children at highest risk of substance abuse use are those that spond the mnost unsupervised time after school (11 hours or more per week).; My involvemient* with the YMCA goes back te the ,19609 when I was just a teenager with a part-time job -- teaching kids how te swim. It was a rewarding job. I saw alot of children with simies on their faces when they accomplished ever. a basic skill in the water. It didn't matter that they came fromý a variety of backgrounds, some coming from p*ivileged backgrounds and znany that came feom so-called underprivileged 'homes, ,the .YMCA always welcomed them. It was, and stili is, an orgaiation that gave people a chanete, develop self-esteemn and contribute te one's community. It seems te me that these are still important, if' not essential, ingredients for living in the 1990s. The YMCA has a valuable role te play in helping people live meaningf'I, poucie and healthy lives in times when stress and pressures make it feel like this is impssible. Fact: Participation in outdoor. adventure prograzus can hé helpful in motivating students te, improve their academic* performance (I$wert 1986). Thé YMCAý is, an organizatioôn that has madè an investment :in people and' communities by providing a v4riety of recreation oppotntes àt reasonable costs, andin omeCases, no cost. The 'Y' neyer turns anyone away from its prograzus. So how can the board of education justilfr its decision to charge the- 'Y' mors rent? Is it possible that the board doesn't know. that many people depend on organizations like the CY' If their recreation oppartunities are reduced because fees for programs go up to cover increasing rental costs, will communities'not end up, payingr more for costly ýsocial ad treatment prograins? It seezus to me' that floor hockey' programs for youth, enrichment programa for aduits, and before- and after-school prçgrams for children of working parents are a less costl1y, preventive approach te, servicing people.* Funding from governent is a decreasing resource for all organizations whether recreation- or education-based. As* it decreases, people ini decision-malcing positions are cafled upon .to, make tough decisions. These decisions cold be made' easier if collaboration was part of the decision-makers' AOOPTô Since rhe Adopr An Igloo program begon, the Regional Municipaliry of Durham has relied on local sponsors ro drive rhis imporranr public recy- dling program.
