The teachera' current proposal calis for a two-year agreement, a reduction ini ciss size and pupiV teacher ratios, guarantees' to maintain guidance and library services, and aalary increases of 5.1 per cent for the 1991-92 year and- 1.0 per cent' for the 1992-93 year, lhe said. The board's last offer calis for a 4.5 per cent increase from Sept. 1, 1991 with a raise of 1.0 Per cent as of Feb. 1, 1992. This would raise the salaries of 60 per cent of the teachers by eighït per cent, including incre- monts for increased experionce during the past year.- The' average salary would move up t $54,153, from $51,330 and the maximum sal- arv to $62 634, from $59,344. IînOldman, chairperson of the board, said the teachers' demand for the two-year agree- ment would increase coststa the ratepayers by more than, 15 per cent te caver salary raisos. The maximum annual salaries would move up te $64714, from $59,344, ho said. i Oidman said the board will only get increases of one per cent this year and two per cent next year in transfer payments from theprovincial governxnent.. we separate achool rate- payera of Durhm Reg.ion are not- i poition Cpyhab~ tial increases in taxes that would be required ta meet the teachers' demands,» ho said. Morris said the teachers can't understand why the board, has refused to negotiate and refused to allow, union membera to address .the board and explain theirpositions. «We dont know where this is going,» ho said. Morris aid teachers are ready' to 'meet with the board at any time but, the board refuses to meet for negotiations unless the mediator calis a meeting. «The board has refused every tie to meet with us and the mediator sincethe work-to-rule. has started seven weeks ago," ho said. Morris said-that unlike the board, the teachers are willing te change some of the issues and esig a two-year' agreement beause parents don't won'lt te again go through a possible wokto-rule procesa neit year. As far as -salaries, ho said teachers often, take courses ta improve their qualifications so «the incrementa are what they (the board) have te psy the tea- chers for experienco and higher qualifications." «The reason w. reetdth offer is that there is no conceiv-, able way, we could ratifyr an' agreement that would mcrease' salaties and increments by 15, per cent,» aaid Qîdman. He said. the board has an obligation te ita raterayera to b. financially responsib e. "Ita not amatter of not meet- ing the demande, we just don't have thefinances,"he saîd.< Oldman said the board is ývery proud of ita teachers, but wishea it did'tý have te rely se heaily on funding from the provincial governiment. "As a matter of fact, I always invite the, teachera; and the rate- pyra ta aur meetings," ho said. aaiân d the board, cannot avoid makcing- severe budget cuta this year andfeels itis makig-a generous offer ta the teachera.
