Incidents of garbage being dumped beside roads or in field& has dropped significantly in recent ni nths, said councillor Marcel Brunelle. Since last June when Town council imposed teugher penal- ties for anyone convicted of i11e- grai dumping, "the ainount of litter has chopped drastically,» said Brunelle. Until council strengthened the bylaw, there had been an in- crease in the amount of garbage dumped in the. town, mostly in rural areas. Last April, for example, about 600 tires were found in a north Whitby ditch. The cost te, the Town for removing garbage and cleaning- Up the.areas was becoming tee, expensive. In 1990, the figure was $88'80' but in 1991 tho cost had jumped te $105,900.. Lat year, council allocated $105,000 in the 1992 budget for this purpose, but with only haîf the year gene, the Town had already spent 60 per cent of that ameunt. As a resuit, council took action. Anyone convicted under the new bylaw could be slapped with a fine ranging from $1,000 te, $5,000. As an incentive te, residents te, report incidents of illegal dump- ing, council offered a reward of $300 te anyone providing infor- mation leading te a conviction. Although ne one has yet been charged, nor any rewards pad eut, Brunelle said people are aware of the situation in Whitby.
