Developer Paul LoAukas wants to change the property's current special pur pose commercial' zon- ing to local commercial' so that it complies with the site's desig- nation in Whitby's officiai plan. Although committee had no problem with recommending this change to council, it balked at making an exemption to the local commercial category to allow a Brew on Premises outlet. According to a planning departmont report, this type of facility provides individuals with ail the materials neodod to pre- pare alcoholic beveragos. Such materials include sinks for rinsing bottles, kettles for boiling water and ingredients, and a storage area for containers during the fermentation process. There is also an area where customers bottle the final pro- duct, the report adds. Prier to discussîng the applica- tion, committee h eard from James Lamont, ownor of a Brew on Premises store on Hopkins Street. Lamont objected to the zoning amendment on the grounds that when hie sought a location for his business last year, municipal staff directed him to the Hopkins site. Lamont said hie was told the operation is considered lighit manufacturing and that t h e Town would only permit it in an industrial zone. Since thon, Lamont has "strug- gled" te keep his business afloat, one reason being its "hidden location,» hie said. _"If I had've been in a high- profile commercial are a my busi- ness would, be botter,' said L.araont. Ho said a Brew on Promises is "more of a manufacturing pro- cess because they don't do much sales," and noted that there is a astronq odeur" produced. Ironically, Lament was apprea- ched by a real estate agent repre- senting the developer, h e said. "Me asked me if I wanted first crack at it," said Lamont. "He seemed quite confident it would be approved." Lamont said costs inccurred te date make it "impossible" for him te relocate at this time. Councillor Dennis Fox warned that council would be "asking for problems" if it agreed to Loukas' request. "It's an area that doson't need that type of business on it, it's more of a manufacturing pro- cess, " said Fox. "We have a number of sites on Hopkins now with laces going out of business. I Xon't see the point of changing the zoning te accommodate this type of appli- cation," he said. Councillor Marcel Brunelle agreed. "It's nothing te do with the competition aspect, it's putting these in a commercial area," said Brunelle. "To subject other businesses te it is wreng,» ho said, referring te, the edour problem. Loukas, who arrived at the meeting as committee was about te vote on the matter, insisted the business is a clean operation. He asked if any councillor had visited a Brew on Promnises and neticed an odeur. Both Brunelle and Ross Bat- ten, committee chair, replied in the affirmative.
