The Supreme Court of Canada said Oct. 6 it had agreed te r'ile on whether schonl boards in Ontario can charge new home buyers a special education levy that can add as much as $3,700 te the cost of a new home. The courtes decision te hear the case will take it to the. third stage in the long battie thaâthas new home builders and buyers pitted against school boards and the provincial government. Panaro recommends that al high-risk individuals receive flu shots in Octeber because the vaccine takes two weelcs te become effective. The real dangers of influenza are the complications that can arise. Pneumonia is the most common complication, especially in the elderly. Health care workers who corne into contact with high-risk individuais regularly should have a flu shot. Side effects of the flu vaccine are mild. Pain and tenderness where the needie was given, or fever, muscle aches and tiredness are the most common side effects. People who are allergic te, eggs or have a severe infection are not given flu shots. Extreme reactions te the flu vaccine are rare. A rumeur has been circulating in Durham Ilegion that an elderly woman <ied of complications from the flu shot. The health department has nxounted an extensive information canxpaign to remind people about the flu season. Severai pharmacies have received tear-off sheets te enclose with prescriptions for seniors, and McDonald's Restaurants will be including information on flu vaccine on tray liners. Seniors living on their own in the community will be given reminders by public health nurses at Heaith Taiks and a community service project for Girl Guides is being piioted. The court's decision was hailed by Stephen Kaiser, president of the Ontario Home Builders' Association, who said the decision has underscored the importance of the issue. "Ail of us have an interest in ensuring that tex policy is based on sound economie, social and legal principles," he said. Kaiser noted that'the Ontario Fair Tex Commission found the tax impesed an unfair burden on new home buyers and should be abolished. In 1989, after cutting back on its capital grants to school boards, the government said the boards could make up the difl'erence by charging a levy on new homes. It argued the levy was justified because it was new subdivisions that created the need for new The builders' group, 'however, argued that byiaws passed by the school boards te, coIlect the levy are unconstitutioflal. The Ontario Divisional Court ruled in favour of the builders, but that decision was overturned by the Ontario Court ofAppeal. Earlier this year the buiîders' group sought leave te appeal that decision to the Supreme Çourt. The Ontario Home Buiders' Association represents approxi- mately 3,600 member cempanies in the residential construction industry. Those companies build nearly 80 per cent of the housing in Ontario.
