Mills has represented Durham East, which includes Whitby north of Taunton Road, since the NDP sweep of Ontario in 1990. Although i t ook two rounds of balloting to declare a winner Saturday, the outcome was rea- dily apparent after the first bal- lot. O'Toole collected 50.5 per cent of the 399 votes cast but party rules stipulate that te winning candidate must receive 51 per cent. A second round of voting was required and it proved to be a formality as OToole defeated veteran Oshawa councillor Jack Wiley, Clarington residents Cathy MeKeever and Hugh Allin, and Llewellyn Jones of Scugog Township. A municipal councillor since 1991, O ole is making his first run for office under a party banner. He firmly supports the policies of the 'Common Sense Revolu- tion' which Conservative leader Mike Harris has been espousing for the past year. «This is a blueprint for the survival of Ontario and the eli- mination of debt » said O'Toole in describing the election campaign booklet. "The public's general impres- sion is that the Progressive Con- servative paty is more under- standing of business and the private entrepreneurial effort." While he believes provincial issues and the NDP govern- ment's record wilI largly dictate the outcome in Dham East, OToole said agricultural policy will also be a significant factor in the mixed urban-rural riding. "Agribusiness is an important component of this area,»he said. A recent Conservative task force report on the agriculture industry was well received in rural Ontario, O'Toole noted. O'Toole envisioned two scenarios that will determine when Premier Bob Rae calls the election. The first hinges on what is contained in next week's federal government budget. "If the NDP is resçonsive to the will of the peop e, it will come in with a bud et in April that reflects that feeling and the election could be late May, early June,» he said. "Either way, they're finished.» A supervisor with General Motors, O'Toole also served two terms as a school board trustee por to his 1991 council election. H e and his family live in Bow- manville. Mills, meanwhile, intends to seek re-election in the riding which he won b 55 votes over Tory candidate Kirk--Kemp fol- lowng a judicial recount. Four people are contestin the Liberal nomination in Duam East but no date has been set for that partys nomination meeting.
