Durham Centre returning ofcr Jane Burch must have 3-96 enu- meraters trained and ready te go. This is just one of the many tasks that she and her 12-mem- ber staff will have te perform over the next six wee . But for Burcb, much of it will be old bat since this marks the third élection that the Whitby resident bas served as returg officer for Durbamn Centre riding. "While eacb election isdi ferent, it makes it easier when you know where some of the potential prciblems can corne from," she said. "Just getting every team 1 of enumerators te workjtogether can b. difficult. Most are won- derful, but there are alwaya couple that cause problems. y In earlier days, returningr offi- cers usually had little dîfculty in finding enogb people te enu- merate or work at the polIs on election day. Traditionally, these jobs were filled for the most part by bouse- wives and senior citizens, but times bave changed , Burch said. " We'll need 900 people between enumeration and election day,» sbe said. uWith more and more women working outside the home it gets harder te find people who bave the time.» While stressing that "we do bave lots of people wanting te work,» Burcb said many must b. ruled out since tbey cannot meet the requirements. For example, potential enu- merators must be prepared te set aside four consecutive days in which te complete tbe enume- ration. They are not permitted te spread tbe job out by doing a few hours on. day and a few another day, Burch explained. luOntario, the olitical parties are allowed te sumit naines of people te enumerate or work election day.. The governing party, ini this case the New Democrats, are entitled te one enumerater per polI, plus tbe deputy returning officers, who are responsible for supervising the election process in the 198 polling stations. The party which placed second in theriding in the previous election (iÀberal)- are entitîed te one enumerater per poîl, as well as poil clerks, who assist the deputy returning officers. Deputy returning officers are paid $135 and polI clerks $90 for their day's work. Enumeraters receive a base wage of $75 and 52 cents pr name for each éligible vtr. They also receive $40 for attend- ing the instruction seminar at he returning offi ce. Although there have been sug- gestions m recent years te, give people collecting, unemployment JANE BURCH insurance or other forms of governinent assistance, firet crack at these jobs, the political parties can stili use the system te, reward their supporters. Burch noted thai Election Act specifically states that the par- ties are entitled te submit naines for the various jobs. uWbere they wan t te get these people is up te themr,» she said. We I whatever's left with people who caîl us." Aithougb enumeraters must make every effort te register al eligible vters, invariably people wiflbemiss8ed. If that sbould happen, then the person must cali the returning office and make arrangements for a special enumeration. In urban ridings, sucb as Dur- bain C entre, naines can b. added te the list until June 7. ]Butin ridings witb rural polis, sucb as Dur arn East wbich takes in Whitby north of Taun- ton Road, missed voters can b. sworn in at the polling station on election day, provided tbey are voucbed for by a qualified voter in thatriding. ]Burch said federal law allows for naines b.ing added te the lîst on election day, regardless of where a person li es, and she GREAT COURT LOCATION! In addition, persons on vaca- tion can have someone vote for them by proxy mn a federal elec- tin whereas Ontario law pro- hiit it, she added. To be eligible to vote, a person must meetthe following criteria: * b. at least 18-years-old on election day; * a Canadian citizen at the time of voting; * a resident of Ontario for the six montha rior te election day. A fine oPute $5,000 anci/or imprisionmen> for up te six months is the penalty for an-yone convicted of an election related offenoe, such as voting when not 'nurnerators who wilfully register ineligible voters, for example, are alsoliable for same penalties.' Burch said there have been no incidents of this nature in Dur- ham Centre and feit the election process bas progressed from the days of dead people and pets appearing on the voters' list. * It's one of those things that make good press, but it's not a reality' she said., Buréý noted that the Elections Ontario office bas investigated the possibility of a prmanent voters' list such as t h e sstem followed in the United States, wbereby it is up te, the voter te regser bi/herself, but nothing bas corne forward. «The feeling is the cost of a permanent registration is grea- ter than the cost of enume- ration,» she said. This year's election is expected te, cost Ontario taxpayers about $48 million, about 15 per cent more than in 1990. For those not able te vote on June 8,' advance poils will be beldon June 1, 3 and 5 in certain locations in the riding. Or, a person can vote in the returning office from il a.m. te 8 p.m. from May 27 te June 6, excluding Sundays. The Durha ntnre returning office is located in the Ail Saints Anglican Church hall on the northwest corner of Dundas and Centre streets. The office is open from 10 a.m. te 8 p.m. and can be reached by calling 665-0690. Burch estimated that there are potential 68,000 eligiblè voters in the riding which includes Whitby south of Taunten Road and the portion of Oshawa, north of King Street, west of Ritson Road and south of Taunton. In 1990, 61.2 per cent of the 58,134 eligible voters cast bal- lots. North Whitby residents requir- ing information must caîl the Durham East returning office in the Scugog Township village of Manchester at 985-7344. The office, located at 4 Rose St., on the corner of Highway 7A and Rose, ls open from 9 a.m. te 9 p.m. Monday te Saturday. De es From May 03 - June 15 'eoru'unrdtrip Toronto. To/From: No Wnimmn stay.
