Tho Durham Region District Health Council has recommon- ded that Whitby General ho con- verted ite a regional rehabili- tation treatment centre. Whitby residents i need of emergoncy service or- surpry would go te expanded hospitals in Oshawa or Ajax, the report HtotÎu;hthe study states that there in the «ýpotntial» for out- patient services at Whitby, none are spelled out. Electricity expensive By- Don MâcMaster You think your hydro bis were high last year? WVhitby Hydro's was almost $45 million, so we know how you feel. Actually the bigger your electricity bill is, the larger Whitby Hydro's is, so we really need to work together if we are going to keep energy costs down. Revenue from sale of electricity last year was $50,195,000. Where the money went: paid to Ontario Hydro, $44,615,000 (89 per cent);, operations and maintenance, $999,000 (two per cent); administration, $1,848,000 (four per cent); debt repayments, $1,184,000 (two per cent); capital expenditures, $1,224,OOO (two per cent); retained _ for expansion, $325,900 (one per cent). 'As shown, out of every dollar WVhitby Hydro receives from its customers, 89 cents is used te pay Ontario Hydro for the electricity used. Another two cents is used on operations which includes maintaining Whitby Hydro's hundreds of Ilometres of overhead and underground lines, by Ralph Schiroetter of Geins ('ustoin Jewellery Dirty Jewellery.? One of the most common questions asked by consumers is "why does nmy dianond get s0 dirty and how can 1I dean it?" To answer this question. one can look at one of the niost interesting, properties of a diamond. Diamonds love grease. This fact is used in the recovery of diamonds trom the crushed blueground kimberlite ore. In the recovery prucess the diamoncl ore is crushied, sifted, washed, placed through a heavy media cone, and, last of aIl, the fine heavy concentrate which contains the rough diamond is washed over a grease table. The rough diamond will stick to the grease and aIl the waste ore is washed away. The rough diamond and grease are then collected off the table and placed in a boiling pot to reinove the grease. How. then. do you dlean ypur jewellery? Find a small plastic pilI box. FuIl it haîf with window cleaner (the blue aminonia-based solution), and haîf with water. Add your diamond ring and let it sit in the solution for at least an hour. Brush lightly with an oîd toothbrush. rinse with water. and presto, you have your sparkling gemstone back. For the environmentally- conscious, vinegar may be used instead. making quite sure it is watered down and not left in the distribution transformer.; and meter. Administration costs take another another four cents out of every dollar. Tyrpical expenses include employee training, most staff salaries, meter reading, billing, collections, customer service and upkeep on our operations centre and offices. Payment tewards tho principle and interest on long-termn debt and capital expenditure each account for another two cents. And finally, this beaves about on. penny on each dollar being retained for future expansion. With only il cents of your electricity dollar remaining in Whitby, you might wonder what y our elected commissioners can ýdo te try te lower your hydro bills. We have made some progress. For the last two years, Whitby Hydro rates have not been increased and this is impossible because staff are working harder and smarter. Attrition has been allowed. te reduce staff levels to, eight positions below the normal 52-person complement. . There have been no wage increases, in the last two years and there are none planned in the next year, and that has really helped. But with ail of our efforts te reduce and control costs, you can't help but wonder -if there is something we can do about the other 89 cents of your electricity dollar. Together we can actually lower Whitby Hydro's power bill k>, everyone. In future columns, I will discuss a SCADA/LM system, time of use rates,, and the demand portion of the power bill. Don MacMaster is chair of W/zitby Hydro Electric Commission. "What more cmn one say? The timinmg in wonderfuli.n Durham Centre riding Pro- gressive Conservative candidate Jim Flaherty concurred. MThi is further evidence of the need te, restore the hospital to, a 24-hour acute care facility,» hoe said. (Since early last year Whitby General's emergency department has been closed after 10 p.m. in order te, save costs.) "This is a national award given for truly exemplary standards of excellence and the hosrital is rated as an acute care facility,» Flaherty noted. «But right now it's not func- tioni that way. There has been Underfunding of the hospital since 1981 and it continues k> ho a serious problem.» Liberal candidate and former MPP Allan Furlong termed the award «quite an achievement» and said it "confirms a whole lot of things» about Whitby General. "I think it's a great compli- ment k> the management, staff and board. Fmn extremely proud of them,» ho said. Furlong said the district health council might'also want te «rethink7 its position on WVhitby General. "This hospital should bo seen asa model for others.
