Carried KartwaYs' land uses under re view By Moak Keesor Whitby council has3 asked planning staff ta review and report back witbin four weeks on appropriate long-term land uses for Family Kartways and surrounding praperties. Family Kartways and neighbouring property owners wil ho asked ta comment. Three neighibours of the Whitby amusement park on Highway 12 have asked Durham Region to, modify the "special activity node c" zoning af the property ta, include restrictions included in a previous zoning bylaw. The lancde are zoned agriculture but coundil adopted the 1980 bylaw, which permitted the use af a go-kart track, mini-golf course, playground, food 'dispensin faciities and other go-kart luses, t legalize what was thon occurring on the property. The bylaw included restrictions an racing: only four-cycle go-karts and only on the aid (south) track. It also required a sound barrier and fencing on the north edge of the property and a buffer area along the north property lime. Staff recommended that Plann comxittee advise Durham ta reject the modification request at last Wednesday's speciai planning and development meeting. mhe requests are "matters that are typically considered through the zoning bylaw procesa and not an officiai plan, which is more of a broad policy document," plannin directar Bob, Short stated in bis report. The special activity node c zoning, which was adopted by council in Januaryi the new officiai plan, permits the operation of an "active recreational and amusement, park" at Famiily Kartways' property. Uses allowed include go-kart ricling,- amusement rides, an arcade, mini-golf, related eating establishments, bowling facilities (the newest proposai) and ancillary facilities. North ward counilor Don Mitchell, who moved the motion ta have the planning department review and report, said concerns have been raised that the node was drsfted without a, "background planning analysis" of the location and its impact on the surrounding area. "This lias been kind of a troublesome but successful business," said regional councillor Marcel Bruneile, recailing that the Town had problems with a previous owner of the facility. «We need te be certain that whatever we do, we do it with ful ROTARY CA$H CALMIAR$ Pie Numnberàs for $ept 1-2 1460 2156'227 9 1194AciRe I72 0614r knowledge of what is gaing ta ho happening in that area. "Hopefully we'll resolve for same future time ail the heartaches and headaches and aggravations that bath the business and the municipality have had." 'There's been problema al along," agreed regional councillor Joe Drumm. "Sa let!s hope we can get everybody tagether and we can have a look at the site in a manner that benefits this coundil... "Let's take aur time... we have those four weeks - I hope we're not cutting off aur knees ta spite the rest 6f aur feet." Committe. voted last week ta ask the planning department ta report back once agency commente and public input were received on a rezoninglsite plan application from Famiiy Kartways. Among other tbings, the requested zoning would permit bath two- and. four-cycle kart racing on the aid and new tracks, a 40-lane bowling centre and 27-hale mini -golf course.
