The Whitby representative behieves some' of the 51 recommendations unveiled by the Golden commission last week are worthy of consideration by Ontario's Progressive Conservative government. Proposais for reforming the provinoe's "unfair" property tax systom, for example, and a general downsizing of municipal government, cannot be easily dismissed without further study, Flaherty contends. However, the report's advocacy of a "supercity" to replace the five regional municipalities within the GTA does flot wash with the rookie Tory MPP. "@I've npot had this degree of response on any issue," said Flaherty', of one of the key recommendations of the 266-page document'prepared by university professor Anne Golden and hier four-member task force. '"We've reoeived a lot ofecalls and they mainly seem to ho concerned with the governance issue," ho said. In her report, Golden proposes disbanding Durha:m, York,- Metro Toronto, Halton and Peel regions and replacing that level of government with a new body called the Greater Toronto Council. Municipalities with populations ovr100,000 would be represented by a mayor of designate. For every additional 140,000 residents, the local municipa]ity would have one more voting Tnember on council. Oshawa would have one vote on the new council, Flaherty noted, whereas Whitby, Clarington, Brock and Scugog townships would share one seat on a rotating basis.
