The legisiation is the culmination of work between Iawmakers and police to find solutions to violent crime. Previously,, sex crimes were treated no dlfferently than crimes against property even though the sexual predator ha. a different mental makeup than the average crimninal. The sexual Predator bas deeply imibedded problems in the psychosis that in many cases can't 1* treated. Bill -0-55 will add 10 year of surveillance on the sentence of a sexual predator in addition te eisting sentencing and parole provisions. Axiy sexual predator deemed a possible thrat, even after a successful parole, will be watched by police and wear an electronic bracelet so movements can be monitored. These predators will also be ordered to, stay out of schoolyards, play areas, and the areas where victima live. The legislation also tries te prevent-crime before lt takes place under a prwocess called Judicial review. Authorities can petition the courts te allow them te monitor somneone w ho has been clever enough te avoid' being charged with a crime. Some will argue monitoring ia an affront te individual rights. But i. it flot time te strike a balance between the rights of a person who flagrantly intimidates society and society's right not te be victimized? Finally there is the dangerous offender classification. Under existing law this designation ha. te occur at the time of trial and allows the offender te be retained in custody indefinitely.
