Roîf Posma announced last week that he will be carrying the party's banner in the upcoming election and lashed out strongly at the Liberals and the New Demnocrats. Pisma said that he con- siders this to be "probably the most unwanted election in Canadian history. " "At a time when respan- sible Canadians ponder how op the colossal deficits which were chalked up during the Trudeau extravaganza will ever be paid, the arrogant opposition parties plunges the country even further into debt by foisting a $60 million election upon us," Posma said. "There are no words to describe such power-hungry political mandarins. " Posma stressed in a writ- ten statement that "the Libertarian Party does not condone the increased taxation on individuals and corporations which the budget recommended, but in all honesty, the Conser- vative budget was more responsible than anything we have had in the last 30 By GEORGE ASHE. Others have gane to the newcan- cept of condominiumi ownership. Still others have pur- chased semi-detached or single family homes. In 1975, the cost of rental accommodations started ta ac- celerate at an alarming rate. The Residential Premises Rent Review Act was enacted at that time ta impose some restraint on spiraling increas es in rental rates. The rent review process under the new legislation disclosed that the existing but separate L.andlord and Tenant laws were an- tiquated and no longer meeting the needs of either landior- ds or tenants. Many of the rent review applications presen- ted ta the officiaIs regularly raised non-manetary as well as monetary issues. Thle law at the time was not designed to deal with these prablems of a non-manetary nature. Con- sequently, the new broadened Residential Tenancies Act was passed in the Spring of 1979 ta incarporate and ta streamline and greatly improve upon the old Landiord and Tenant Act s0 as to continue the concept of regulating ren- t.al rates while coming ta grips with landiord-tenant, as well as tenant-tenant relations. The highlights of this legislation may be summarized as follows: - A residential Tenancy Commission will be established ta t.ake over many of the functions naw performed by the courts in landiord/tenant matters. - Tenancy agreements with an expansion of tenants' riglits are outlined and for the first time people renting rooms in boarding or lodging houses will be covered by the Act. - - A landiord must keep a schedule of rents available for inspection. The reasons why and when a landiord may en- ter rented premises are clearly stated as well as the han- lord's respansibilities ta the tenant. - Also clearhy statzd are the responsibilities of the tenant to the landlord, and the obligations of tenants towards auter tenants. - The new Act requires a thîrty day notice of termination for a yearly tenancy instead af the previously required six- ty-days. - Rent review legislatian will continue wit.h a maximum of 6% rent increase in a twelve month period. Well, if Mr. Braadbent believes that "PetroCan" can have one iota of influence on the world price of oil, he is whistling Dixie. " Posma said that he believes cheap oul wiIl lead to rationing and shortages thereby reducing an in- dividuals freedom and giving the governuient more control over us. "Libertarians say," he said, "it is time to forget party leadership and sterile interventionist party plat- forms.
