Speaking at a public meeting held in Brooklin last week, Newman pointed to recent Ontario Municipal Board decision that reduced by more than 50 per cent the lot levies in a development in Brampton after the developer appealed to the board. A lot levy is the money that the town received from the developer for each building lot that the town used to pay for such services and facilities as fire protec- tion, libraries, parks and arenas. Brooklin growth is based on the town receiving lot levies of, $25,000 from the developer. Newman told the ad- ministrative committee, which called the public meeting, that appealling lot levies by developers is becoming more common- place citing Mississuaga as an example of a municipality which has had tax increases because of in- sufficient lot levies. "You would get a little up- set if your tax rate started to Roy MacCauley's "OUR AIM IS TO SATISFY"Y go like Mississauga a few years down the road," Newman said. Newman claimed that the proposed plan does not provide enough industrial land in the Brooklin development envelope. "If you are going to have 10,000 people, you are going to need 2,500 jobs," he said adding that at least 2,000 of them would have to be provided by industry. The present proposal calîs for 100 acres of industrial land. "We are trying to build a balanced commuruty in Whitby," he said. "Don't you (council) think it is ap- propriate to at least provide a reasonable number of jobs? " Newman was mayor when the Corbett Creel sewage plant was built. A plant with a capacity of serving a Brooklin population of 25,000. He said that he was not against the idea of Brooklin development but stressed that "the question is. what do you want to pay for it? " "if council chooses to proceed in a manner that will proteet the community and get sewers at the same time, it will have mny sup- port," Newman said. "I want to put you (coun- cil) on notice that there are people in this community who understand what you are doing and why, 1 he said.
