Lloyd Whiteway and Steve Wagner have received Whitby Town Council's ap- proval to open the Stardust Dinner Theatre in the for- mer Faith Baptist Church building at 419 Brock Street North. ,Whiteway, the theatre's operator, wants to open his establishement in Septem- ber. However, neighbours of the property have filed an objection with the 0MB denianding that the byiaw governing the theatre be redefined; that a privacy fence be erected between the properties and that the driveway between the theatre and the adjacent Canadian Tire store be closed. Wbiteway recently in- dicated that if the matter is not resolved quickly, he wil move the enterprise to Oshawa. However, he did say that be wants to stay in Whitby and plans to spend $100,00 renovating the building to make it compatible for a dinner theatre seating about 140 people. According to Whitby clerk-administrator Bill Wallace the businessmen were granted a zoning change to allow such a project altbough they cannot proceed with their plans un- tii the dispute before the 0MB has been resolved. Wallace also said that the strip surrounding the proposed dinner theatre will receive a commercial designation at some point in time, consistant with the town's officiai plan. The plan proposes that the area become the "major commercial area of the Town of Whitby," Wallace said adding that it would become part of an expanded downtown area. Wallace was quick to point out the project "1cannot go ahead until the dispute is resolved before the Ontario Municipal Board." Both Wagnler and Witeway have said that they hope the dispute with area residents can bel resolved quickly through public meetings so that the objetions can be withdrawfl and the renovation work begun. Welf are fraud investigator appomted Durham Regional Coun- cil's social services commit- tee bas appointed a "tough- nosed" social worker as its new welfare fraud in- vestigator. Grant Bircham, wbo bas been with the department since 1975, was appointed to the newly created position last week. In announcing the appoin- tment, the committee chairman, Regional Coun- cillor John DeHart (Oshawa) said, "He's a real tough-nosed type of guy, but compassionate at the same time." According to DeHart, Bir- cham was the committee's first choice for the job that couitcil gave its approval to early in June. 'II t.ink we got tbe best," DeHart said. In creating the in- vestigative position, regional council also gave its approval to hiring an ex- tra case worker. this is the first time that Durham or any other municipality in Ontario bas created such a position. It is intended to be a one year ex- perimental program. bircbam will begin training for the job almost imnmediately witb the Ministry of Community and Social Services. DeHart said that he could not say how mucb money the region will save through the program. "'To say bow much we are going to save is impossible, but what we will have is a person in the field wbo will deter welfare fraud," he said. According to the commit- tee chairman, the depar- tment was only successful in prosecuting "1five or six" cases of welfare fraud althougb they were aware of at least 30 to 40 others. DeHart also said that the Crown Attorney is hesitant to prosecute welfare fraud cases because it is difficult to prove "intent." The biring of an in- department investigator was not originally the request of DeHart's commit- tee which wanted to bire an outside agency to, in- vestigate people suspected of welfare fraud. To date, Durham's $10 million welfare budget is $67,00 over spent. Birch.am is expected to submit bis first report to the committee sometime in December. DeHart is optimistic about the program and said, "I'm positive he'll do a good job. Beath's pay increase to face a vote Durham Regional Chair- man Walter Beath will receive a seven per cent psy increase next year if council accepts a management committee recommen- dation. This would bring Beath's salary up to $38,015 a year. At its regular meeeting last week, the comnmittee recommended that the raise by retroavitve to January 1, 1980 while stating that coun- ciliors' salaries remain the same at $12,980 a year. Should coundil accept the recommendation, Beath's salary raise would not affect bis benefits, including the uuof a car. Beath presently earns $35,M2 plus benefits and use of the regionally owned car. Members of regional council are also paid for sit- ting on their respective local councils. The four standing commit- tee chairmen receive an ad-' ditional $750 s year and the committee recommended that this remain unchanged. The recommendations must not only be approvedl by council but by the in- coming council at its inaugral meeting after the November 10 election. Corne...
