However, before anyone at- tempts to run in any of the seven elections belng-held, it is strongly suggested that they check out the ground rules first. According to the Town of Whitby's clerk- administrator Bill Wallace, who also serves as the returning officer for the municipallty, the qualification for office do Vary. On November 10, property owners and residents of the town wiil be asked- to elect the folowlng: -members of Witby Town Council, (one each for the north, centre, east and west wards); -members of Durham Regional Coundil (two to be elected at large); -trustees of the, Durham Board of Education two to be elected at large); -mayor (one person to be elected at large, the mayor by rlgbt of office also sits on Durham Regional Council and the Whitby Hydro- Electric Commission); -trustess to the Durham Roman Catholic Separate School Board (three to be elected at large); -members of the Whitby Hydro-Electric Commission (four to be elected at large); and, -separate school represen- tative to the Dukham Board of Education (one to be elec- ted at large from the municipalites of Whitby, Brock and Uxbridge) . The qualifications for candidates for mayor, Whit- by Town -Council, Durham Regional Council and the Hydro-Electric Commission are as follows: the can- didate must be an elector who is not disqualified by provincial legislation. -An elector i8 someone who is 18 years of age or older on November 10, 1980 and is on the voters list or eligible to be on the voters list during the time that the revisions are done on October 16,17 and 20 between 9 a.m. and 5 p.m. (A person cannot be on the voters' list for Whitby unless he resides or owns a business in Whitby). An elector for these offices can be eîther a Canadian citizen or a British subject. (For example, an Australian citizen would be entitled to vote because, like Canadians, he is a British subject by riglit of birth.) Therefore anyone runming for mayg%. oran be ither example, a person who pays his education property tax to the separate school board cannot seek election to the public school board) . A person can be a trustee to either school board for Whlty and flot live in Whitby. S0 long as that person resides in the boards' jurisdliction, he can stand for office. (For example, a per- son may live ini Brock Town- ship and run for the Durham Board as a Whitby trustee because Brock is in. the board's area of respon- sibility.) A person cannot run i the november 10 election if he is an undischarged bankrupt or an insolvent under the Bankrupcy Act; if he is an employee of the body to which he seeks election (unless he takes a leave of absence from lits job); he cannet be a Crown employee of deputy minister or similiar rank; he cannot be judge and he cannot be a member of the provincial legisiature; a member of the House of Commons or a member of the Canadian Senate. Having qualified, the can- didate must then get himself duly and legally nominated. Accordling to Wallace, to be properly nominated the candidate must properly complete1 the nomination papers and must have the endorsement (by signature) of 10 qualified electors CATCH TED WATSON S STRAWBERRV EXPRESS PICK VOUR OWN whose names appear on the prelimînary voters' list. The candidate must also consent to the nomination. Nomination days are Oc- tober 16,17 and 20 and are accepted between 9 a.m. and 5 p.m. at Wallace's office in the Municipal Building at 575 Rossland Road East. Candidates also have until 5 p.m. on October 21 to with- draw their nomination, if they do not, their names shail appear on the ballot. A candidate must seek election to one, office only, however, he can file nomination fornis for more than one office. But before 5 p.m. on October 21 he must withdraw ail but one of them, if he does not, then his name shall be entered into the ballot for the first nomination submitted. (For example, if a candidate files for both the west ward seat on council and for trustee to the Durham Board of Education, he must with- draw one or the other. If he docs not, the first one sub- mitted will be deemed as the correct nomination. These are just the basic ground rules for those seeking *public office on November.
