The action was taken by council approxixnately. two week prior Wo the November 10 municipal election. This action will see the Ievy for each single family dwelling unit drop from $2,3W0 to $1,990. Similar levies for apar- tments have dropped from $1,340 tW $1,135. Sources have said that the mroe could cost the town as much as $200,00 a year and that to compensate for this lost revenue coundil will eithèr have Wo raise takes or cut bakc on those services funded from the lot levies. Oue Whitby developer, Paramount Development Corporation has already won its fight to have a sub- stantial reduction ln the lot levies thatý it had to pay Durham Region. A spokesman for the com- pany had recently indicated that the company was con- sidering appealing the lot levies it has to pay to the town. According to a story in the Oshawa Times, Centre Ward Councillor Barry Evans said that council took the action because it "could see the writing on the wall. " However, that same newspaper also claimed that the town is not yet making public a staff report that states that the levies were too high to wlthstand a challenge before the 0MB. Durham Regional Councd Is expected to make aÏ final decision today on a staff recommendation that their lot lévies be reduced by some $590 a unit. To compensate for this ac- tion, another recommen- dation la before reglonal coundil that would see the user rates for water and sewer raised by 27 per cent over the next two years. Should this recommen- dation be approved, the average Durham uiser of water and sewer will see an increase of about $24 in 1981 to bis annual bull of '$141. In 1962 an additional $16 will be charged. The Thompson- daily has also said that the Mayor- elect, Bob Attersley has stated that this action should not mean an increase in the property tax rate because the projects paid from the lot levies are not in the current budget of the town. Elsewhere ln the Free Press % Attersley had ex- pressed bis concern that this will indeed become the case. Both levels of governmeflt are going to have to keep a close eye on the future to en- sure that the costs of new services does not exceed the amount collected in lot levies. The mayor-elect also said that the staff reports will flot be made public in case a developer decides to -challenge the new lot levies before the 0MB.
