The Americans have found a solution to the problem. The U.S. Senate bas passed legisia- (ion forcing the government (o re-imburse smaller com- panies for their costs when (bey are found blameless of wrongdoing in government- related actions. It's high time such legisla- tion was brought forward In Canada because independent business people are sincerely concerned about the issue. Members of the 56,000 member Canadian Federation of Independent Business, for example, recently voted 88% ln favor of such a move. Aside from tbe simple justice sucb a change would provide, government bureau- crats migbt be forced to have second thougbts about the ar- bitrary rulings and financial penalties that create hardship for entrepreneurs. Wbicb Is not (o suggest (bat goverament employees sbouldn't enforce the law. Tbat's their duty and respon- sibllity.
