The report said that each The long awaited sewer systeni for Port Whitby may not materialize because of cutbacks in capital con- struction projects by the Region of Durham. That is the fear of Bert Mondria, a spokesman for area residents, wha said last week that he was tald by "an anonymous source" at the region that the sewers for the Port rnay be amangest the first projects ta be drap- ped when the cutting back takes place. However, bath Regianal Counillor Gerry Emm, chairman af the region's public warks cammittee, and Mayor Bob Attersley, a former member of the committee have said that they are not aware of any plans ta drap the Part's sewers project. While Emm said that the cancellation of the project was passible, he stresses that it was tao early to Say anything definite. patient for admission wauld be assessed with regard to diagnasis, prognasis, iden- tification of treatment potential and reasonable goals for rehabilitiation. Those patients would be broadly classified into: a ) thase who may be discharged relatively soon after a vigorous rehabilitation program; b) those who may be discharged only after a long-term rehabilitation "It would be wrong and premature ta indicate anything," he said. "I haven't heard anything one way or the other. " However, he did say that "there is always the possibility Port Whitby may be the one ta be cut back. " Attersley, who served on the cammittee during the last council terni, said that the region will have ta make sanie cutbacks aver the next two years because of the lowering of the lot levies. At their meeting last week, called especially ta deal with the lot levy auestion. regional council treatment regime and; c) thase who need a prolonged or permanent ac- tivation therapy. in order for a patient ta be admitted diagnosis must be established, the patient must have a ch-ronic illness with the acute phase of the ilines over or subsiding. Prior to that meeting of council, Mondria was quoted as saying that he was told that "the region is going ta discuss it tomarrow and take it out of their plans." While cauncil did discuss the plans ta, reduce the lot levies, they did not drap the sewer construction project for the Port out of their plans. The patient must also need nursing care on a 24-hour basis. Long-terrni care physical facilities would be designed to provide for patients with an- ongoing health need who, in some cases,* are forced in- to "some degree of physical dependancey". The aim of the facility wauld be to help build up failîng body functions and to stimulate failing sences. At present, the second floor of the hospital have four one-bed wards, six two- bed wards and four four-bed wards each- meeting the standard size requirements. The washroom facilities would be modified including sonie re-locating and fixture re-arrangement along with one wheelchair bath and two wheelchair showers. A dining area and activity area will be provided to ac- comodate 24 and 20 patients respectively and a lounge area near the nurses station will be added. Phvsgiotheraphy would in- clude two plinths, parrallel bars, stair and space for mats. Occupational theraphy, aid to daily living facilities and a conference room would also be included in the new facilities. The total capital cost of the modifications has been -estimated at around $380,000. Annual operating costs, based on current salary rates, puts the total gross cost of operating the facility at $842,000 with $682,M5 going to salaries, $53,475 towards medical and surgical supplies, $39,675 towards drugs with the remaining $66,500 going towards other supplies and expenses. "As a final note, based on population projecUions and particularly in view of the government's proclaimed policy of encouraging growth east of Toronto, the board of this hospital is of the opinion that in a few years acute care beds will be in short supply. "If this occurs, a reasonable approach would be to re-convert long-term beds to acute care. " To make Up for the loss of long-term beds, con- sideration should be given to the establishment of a regional long-term care complex providing a comn- plete range of ambulatory, residential and hospital care services."
