7%Te Canadian Statemari, ow..anvlUe, Feb. 19, 1964 EDITORIAL COMMENT Critics Are Always With Us Some tirne ago when the two fun- eral directors in Bowmanville advised council they planned ta give up their unprofitable ambulance business, mu- nicipal officiais set about ta find an an- swer that would provide fast, efficient service in time of emergency. After considerable negotiatian they wcre able to join forces with Newcastle and Dar- lington ta provide sufficient subsidy funds ta make it attractive for the Bowmanville Area Ambulance owned by Don Harvey ta start in business here. Recenbly, there have been two stories of an unjustifiably critical nature conccrning the service. One came f rom a member of Clarke Township Council, which so far has refused ta corne into the agreement because a local funeral director in Oronn bas a part time am- bulance service. The sbatements report- ed were entirely inaccurabe. They wcre ta the effect that an accident vicîim had lain on the side cf the road for an hour before the ambulance arrived from Bowmanville. Our experience, which we believe local and provincial police would corroborate, is that Bow- manville Area Ambulance Service is providing far beter and faster service than anyone could expeet. On no oc- casion that we know of has any acci- dent victim been farced to lie unat- tended waiting for an ambulance ai the side of the road for anything ap- proaching an hour. Mr. Harvey and his staff are on the job day and nigbt and Many Problems The "grass roats" politicians turned out in full force here on Saturday for one of the most interesting and infar- mative sessions anc could wish for. It was the regional conference of the Town and Village Section of the On- tario Municipal Association, atîended by 225 Mayors, Reeves, Clerks and other community officiais about 100 mare than were expected. Those present heard interesting discussions on the many problems con- fronting town and village councils, with special emphasis being p]aced on the complexities connecbed wiîh popu- lation explosions ail over the province, and the difficulties experienced by rur- al "dormitory" municipalibies located just outside huge urban centres. There were new propasals for an area governiment ta replace county councils which many cansider an out-. rnoded, hamstrung form of administra- tion. But, the impressive part of the entire affair was the sincere, well-in- formed and down ta earth appraach to problems. Nobody appeared ta be play- ing partisan politics. Everyone was en- gaged in a diligent searcli for the an- swers ta overcome difficulties that gradually are smothering our smaller mnunicipalities and presenbing tawn and village councils with an accumulation of confused issues beyond the capaciby of local counicils and local taxpayers. The amazingly large representation we have yebt t hear any reasana' complaints. Another unînformed statement v made lasI week at Oshawa & Distr La bar Council meeting ta the effi that the ambulance operatar asks fai guarantec before leaving on an accidi caîl. This is a ridiculous statement1 anyone ta have made. In most insti ces, the accident cails came ta the a- bulance tbrough the provincial poî radia or by phone. The accident vicb is rarely, if ever the persan making t cali. How, in ail comman sense, woî. Mr. Harvey obtain a guarantee of pa ment before ieaving, even if he wîsh ta do so? Actually, he only collects f a small percentage of the highwaye cident calîs and that is why priva ambulances aIl over the province a rying ta work out some agreeme with the provincial authorities on hig way calîs. They feel, quite rigbtly, th municipalities should not have ta pi for such calîs, nor should the amb lance operators be forced ta bear t] expense. In conclusion, we believe that tli area is most forbunate in hax'ing ambulance service of the quaiity have, and hope that uninformed peopr wilI think twice before making stat ments sucb as have been made. We compliment Mayor Jack Heenan of Cobourg, the presidenb, wbe made an excellent chairman; also many compliments were heard for Bowman- vilîe's Clerk Jack L. Reid for his part in handling the administrative part of tbc session.
