Rumors were also drifting around the Bowmanville area last week that the proposed Darlington Nuclear Generat- ing Station might also face at least a postponement of two or three years. However, Hydro's Public Relations O ffi cer, Ross5 Fitchett visited the Stateman office on Thursday and denied that, as of that time, any official confirmation of such a rumor had been received. Hydro's preliminary esti- mates for its system expan- sion program alone in 1976 ced for an expenditure of $1.850,.000,000. Deferrals of maintenance programs and harsh checking of capital expenseswill be included in the cutbacks. Announcement of ,a $1,200,000,000 cut in capital spending through' 1985 was made by Hydro last ear and according to Hydro Chairman Robert Taylor, this was achieved through "stretchi*ng out the systemn expansion program."' It now seems, however, that the further imposed cutback is again threatening the oil-fired Wesleyville station as Mr. Taylor added that capital scarcity could have "other serious implications," aside from the curtailment of capi- tal expenditures. Mr. Taylor goes on to explain that "once capital availability replaces custo- mer demand as the primary consideration, you magnify the risk that demand- may outrun the capacity to supply Hydro fears that this could increase the possiblity of power shortages similar to those experienced during the post-war Deriod." Prire invreases and "differ- ent methods of pricing" are seen by the chairman as a means of cutting the demand,. "But we can'tyet say with any precision just how much we will ever be allowed to try. "If there is still a gap between demand and supply, you are then faced with the need for controls and regula- tions, with some authority telling industrial, commer- cial, farm and residential customers what level of con- sumption is permissible," Mr. Taylor states.
