8 Thie Canadian Statesman, BOWmanville, July 28, 1976 Section Two Scug-og -Road( A collision between a JPJ garbage truck and a car on the Old Scugog Road, south of Blackstock last Wednesday sent four people to hospital. Newcastle OPP reports that the truck was eastbound and collided with a southbound car at the intersection. The driver of' the car suffered cuts and bruises and the other three involved in the accident suffered fractures. The injured were taken to hospital in Port Perry. The driver of the truck was Jonathan Tredwell, of 627 Perry ýCrescent, in Oshawa. Driver of the car was Lois Johnston, of R.R. 1, Omemee. The passenger in the truck was Marcel Gagnon, of Gibb St., Oshawa and the car passenger was Grace Harris, of R.R. 3, Port Perry. Police say the damages to the truck were estimated at $6,000. Damages to the car were estimated jat $1500._ New, Water BiIIing Causes Mix-Ups, Water bis in Newcastle are causing confusion, according to Mayor Garnet Rickard. The region of Durham is taking over water biling from theý local Public Utilities Commission and the Mayor said the transition is resulting in complaints and inquiries.'ý Mayor Rickard also said at a meeting of Regional Council last week that water bis are getting mixed up. In one case, a meter was shown as having a reading of 276 on a water bill but when the local resident looked at the meter, hie found the reading was only 180. The mayor told council hie would like to see arrange- ments made for a meeting in which the water billing situa- tion could be explained. He also expressed concern about increases.in residents' water bis that sometimes amounted to two or three times the prevîous billing. However, chairman of fi- nance, George Ashe (Picker- ing) said that some of the confusion in water and sewer bis is because people are forgetting that billing under the Durham region is beîng done every three months instead of every two. The finance chairman said this accounts for about two thirds of the complaints. Counillor Abse said that when the new water billing for the entire Durham region goes into effect in the third and fourth quarter of this year, an information sheet on the new system will be included in water bis. Water rates under the new system are unchanged. Too Many Nitrates In Newcastle's New Village Well Water from the second well in Newcastle village could be dangerous to children under six months old, according to a recent report placed before the Durham region works committee. The report, which was also discussed at last Wednesday's meeting of regional council, indicates that water from the second well contains too many nitrates. According to Dr. J. E. Watt, director of environmental health for the Durham Region, the nitrates affect the haemno- globin of only babies under six months old. But Dr. Watt said lasi week that the second well had flot yet been used to augment the Newcastle village water sup- ply and -it'bas been decided that the well will only be used in an emergency. Such an emergency could occur if the first well should fail. Residents Notified If water fromn the second well were to be put into the village water supply, the residents of Newcastle would be notified of the potential nitrate danger immediately,, Dr. Watt said. The environmental health director said the existing Newcastle village well bas nitrate levels that are within guidelines set down by the ministry of the environment. But, nitrates in the new well were at levels as high as 17 parts per million. Ten parts per million is the. maximum amount of nitrates allowed by the Ministry of the Environ- ment. As for the question of how the nitrates got into the well in the first place. Dr. Watt said "'it's just one of those things. " He said the nitrates seemed to corne from mineral deposits in the ground. Mix Water Regional Commissioner of Works, R. F. Richardson said at a- council meeting Wednes- day that the mixing of 'water from wells one and two could provide a solution to the nitrate problem. He told regional council that the region is considering installing a "lake oriented' water supply for the village. The lake oriented water supply could include a water treatment plant in Newcastle or a pipeline to carry water from Bowmanville to New- castle Village. The project to supply New- castle with 'a lake oriented water source bas been given Ontario Municipal Board approval for debenturing although a construction bylaw bas been tabled by regional council. The Newcastle village se- cond well was bult last year at a cost of just over $169,000.
