That's the opinion of Bowmanville resident John Rice who bas been trying to construct a senior citizens' apartment complex at the corier of Wellington and Scugog st. The apartment'has had ap- proval in,,,principle from Newcastle Counciil but a lack of sewer services is one sturn- biing block in the way of its development. At one time, Mr. Rice had been preposing a 110 unit residential apartment building to be used primarily for senior citizens at the Wellington St. site. He said that no further progress has been made on the apartment. Mr. Rice told the Statesman Tuesday that any sort of' development is going to be stalled west of the four cor- ners due te lack of sewers. What is needed, he saad, is a 16-inch sanitary sewer which would stretch from Spry Ave. in the south to Rehder Ave. in the north. The large-scale sewer would open up the western side of town to in- creased development. "There can be no recon- struction west of the four cor- ners untîl the Town Fathers and the Regien get together and put this sewer in," Mr. Rice said. He added that he bas been told the project has been chopped from the regional budget this year and he is not aware of when it would be built., Mr. Rice said he believes the downtown needs high rise development in order to sur- vive. He added that while the west end of town is without adequate "bard services" the east end has services that are not being used. He noted that a trunk sewer extending as far north as the intersection of Mearns Ave. and Highway Two has ,been buiit at a cost of $265,000 to the Durham Region. "Not a drop of water has gone through it yet and won't be going through it until the new sewage plant is on-stream" he said. Mr. Rice explained that he believes the Town of Newcastle sbould develop hard services in the west end of town along with its recon- struction of Bowmanville's downtown core.
