Need MserPa For Recréation., Rickad Newcastle Mayoi, Garnet Ricka rd says the municipality needs a master plan to guide the development of future recreational facilities. The majority of Newcastle Council seemed to agree wittx this idea during a meeting Monday, November 5. And council agreed to take the first step towards development of this master plan for recreation. Council voted to have its community services committee draw up the terms of ref erence f or this type of plan, recommending that the document cover the town's recreational needs for the next 20 years. "As the demand for culture and recreational facilities increases, 1 believe it is imperative that the town should analyse the require- ments and resources we have to provîde them," said Newcastle Mayor Garnet Rickard in a report wrîtten to members of council. In his report, he noted that the Town of Newcastle provides approximately 50 community facilities and noted, that a great variety of services are also provided by churches, service clubs, school boards, conservation authorities, industry and private entrepreneurs who have developed severai parks, two marinas and, four gplf courses. Mayor Rickard noted that the town has about three dozen cemeteries, some of which are abandoned, while others are in use. "With this short restiue of present facilities and exploring what may be expected, the need for a plan increases as we move into an era of more leisure tîme and energy conservation. 1 believe the municipality must accept a greater responsibility in guidance in this ever- increasing hole in municipal government," said Mayor Rickard. The mayor urged that a system be established to develop natural resources such as lakefront areas, parkland, valley land. He suggested that encourage- ment of volunteers to create and develop projects. Also suggested by Mayor Rickard was a joint program with other bodies to make maximum use of facilities and resources. Councillor Ann Cowman said she believes the kind of document proposed by Newcastle's mayor is badly needed and added that it is very important for Newcastle to have this kind of long range plan if the town is ever to become united. "I only wish this had been done three gr four years ago. 1 think it's long overdue," she said.
