The facts are quite the contrary. Firstiy, the $13 million was neither a grant or a gift. It was a Joan and. is ail repayable. Secondly, it is an interest free loan to do one specifie thiag, to purchase from Canada 35 of our Canadian ýbuilt iese]-electric lo- comotives and provide sufficient parts and service to enable them to operate. Thus the entire boan is -a shot in the arm for Caaadiaîi manufac- turing, Canadian industry and the mnoney ail ends îup iin anadian pockets_. Tibe only aspect, that could be consîdered generous is that the loan is înterest free. The benefits coming to Canada through this major industrial sale will esseatially off-set that too. So, if we are helping Tanzania, Kenya and Uganda to develop a transportation systcm by using a technique to get themf to buy lo- omotives from Canada iastead of somne other country that is al to. the good. And is probabiy an example of aggressive andçi Imagin-, ative salesmanship by Canada. So letý not pretend that Canada is being too generous with the rest of the world >and somiehow making Canadians poorer there- by. The, tîuth is that: we ouglit to be far more generous. In the case la point ail we've done is sell Canadian produets which would, not have been sold otherwise and created Canadian wealth and work which, without this $13 mil- lion loan wouldn't hhlve corne oui way. I thought, ln this week's report, 1 might mention a few of the high- liglits of our lisit. The Socialist Republie of Rom- ania is an island of latin culture behind the iron curtàin and sur- rounded by its Slapie neighbours., Itý is bounded on the east and ýsouth by the U.S.S.R. and the Black Set, on the aorth by Rn- gary and Yugoslavia and on the west by Bulgaria. The Romanian goverament like its neiglibours is formed from the Commuaist Party. The Roman- lans, however, are mnaking real efforts to strengthea their rela- tioaship with Western countries. They made a conscîentious effort to identify themselves as lbeing as independent as possible from the U.SS.R. The Roman army conquered the local tribes la the year 106 A.D. The main resuit of about 165 y'ears of Roman raie was the ad- option of Latin as a common. bang- uage. Trade between our two coun- tries lias increased very rapidby since a trade agreement was sign- ed about thîee years ago. In dis- cussions with Romanian officiais they expressed eagerness to ia- crease trade with Canada aad to generalby strengthen ouir ela- tioaship. Talks were lîeld withthe President of: th 'e Bepublic, the Minister of External Affairs aad the Minister of Trade and Com- merce. The Romanians are a, warin friendly people. There is obvious- ly a great deal of benefit to be gaiaed by both our countries la relations. I think our trip w'as one exteading and strengtlîeaing our step in thîs direction.
