A battery of bigbly qualified engineers, lawyers and an architect present their case for tbem. They come equipped with glorious graphic displays, sound-track movies and welI rehearsed scripts. They have a staff politician wbo cdaims that their proposais have the blessing of our M.P.P. Our Township's solicitor is in their employ. But meet Mr. 0.J. Clarke. Actually you know hlm well. '0.J.' stands for 'ordinary Joe'. H1e too owns land in the Township.. He bas lived and worked and paid taxes here for many years. He would like to develop a small part of bis land in a modest way. His resourcs are not grandiose. H1e approached Council and the Planning Board and the dial- ogue, in effect, went 1l'ike this: - '0f course 0.J. you can subdivide your land - but the minimum size of your lots must be forty acres - and the houses you build must con- form to our Building By-laws.' 'Why the hell must tbe lots be forty acres?' 'Because preservation of ag- ricultural land, like mother- hood, is sacred to Queen's Park and, in line with that, the forty acre minimum lot size became the law la Clarke Township for you O .J. in 1969.' The Rice Brothers, with their dazzling armny of techn- ologists and their political approach, have asked to build 1,000 homes on 270 acres in a manner which contravenes our building by-laws. Are tbey entitled to zoning changes, lot size concessions or deviations from the building regulations wbicb are flot attainable by Mr. 0.J. (for ordinary Joe) Clarke? This is the area commonly referred to as the western- most 10 lots of the township. Mr. Mcllveen told the Tor- onto bureau of the times today he is upset about the decision to exclude the 10 lots and calîs it a "political rather than a technical decision". He added the city bas a 22 million gallon sewage treat- ment plant at its easternly boundary and is ready to "go over to this area which is a natural growth area for the City". The lots to the north of the city would provide for future development would that pre- sent development exists in the 10 lot area of Darlington.
