The applicant is considering ,a camp area on the property. No defînite action was taken other than the applicant is to provide a site plan of his proposal. Mr. Robert Stephenson, RR 14 Newcastle, informned the Planning Board that he was making application to have thirty acres south of 401 highway, west side of Step- henson's road rezoned from Agriculture to Industrial. Mr. Stephenson said he wished to move his storage and wreck- ing yard from its present location, south of Highway 2 to the new location. The new area, he said, would provide adequatespace to ènlarge his operation. The Board is to view the site. The Ontario Provincial Po- lice (OPP) will be phased out over a period of two to five years where they now patrol within the region. The cost of expanding the regional police into OPP territory will be closely exa- mined,, Dr. Mcllveen said,, and that "grants will be reconsid- ered from day one." However, Oshawa council's desire to have an elected majority on the regional police commission was not accepted. The city's concern that $1. million in sewer levy reserve funds would be taken over by the region and used elsewhere than Oshawa were groundless, Dr. Mcllveen said. While the money would go to the region it "must be used in could be handled. "No one can ignore the arguments of the naturalists, as to the value of the site, but other factors must be consid- ered by the Ministry in its deliberations", Mr. DeMonte s.tated. H1e explained that the natiîralist's concerns must be balanced against the needs of Metro Toronto and the pro- vince of Ontario, he concluded by saying that C.P. Rail have flot, been secretive in the proposal and that they have not tried to misinform the people. "We are sincere people, not trying to run roughshod over anyone"., Donald Herron, counsel for Hope Township, argued that the information necessary to come to a complete, logical conclusion with regards to the proposal had not been provid- ed by C.P. Rail at the hearing. H1e listed a number of factual matters which C.P. Rail had -presented in its proposal and then changed or expressed uncertainty on dur- ing cross-examination. "We have beený asked to judge on good intentions rather than on factual materi- ai," Mr. Herron argued. Donald Lash, counsel for the HOPE committee stated that C.P. Rail had not established that the site was suitable. "They have given us no firm assurances that there will be no pollution fromn the site and the varlous sweetners they have offered have been re- veale d as being uncertain." Mr. DeMonte, in his rebuttal described the matters of the proposal in question, as "in consequential", because the concerns were not environ- mental. If the site is approved by the executive director of the Ministry CP must them make application for rezoning. If this application is turned down by Hope Township CPR can then appeal to the Ontario Municipal Board for rezoning. Failing this avenue the cor- poration could then further appeal to the Ministry of the Environment. PETITION COUNCIL (Continued from page 1) rejection of the street lighting proposal. While lamenting Oshawa's failure to substantially change the government's Durham regional governiment bill, Mayor Jim Potticary said the time had come to "turn the page, and open a new chapter for Oshawa".
