The legisiation which created Regional Govern- mient gives to it much broader powers than that of the County system, thereby mak- ing it imuch more responsible and effective. As we miove forward into 1975 we should be able to distinguish. more clearly what our- local governmient is al about. Some of the work and studies initiated in 1974 are as follows. Youri Couincil has generally worked through four avenues in dealing with municipal problems. In Finance I expect our studies will lead us to a omore realistic method of financing our munlicipality,, rather than relying upon the somewhat archaic mnethod of taxing. Grants from the Province wiil tend to 'be unconditional and services provided by the local muni- cipality will become dloser to be self -supporting. Our Public Works programs will be generally based upon needs studies and the services provided wýill broaden, the utilizati!on of our resurces within the municipality shou- Id provide more efficiency in operation and extend services throughout the area. Garbage collection is ïi local issue, while maintenace of disposai sites is a Regional responsibil- ity, as are water and sewage facilîties. With the formation of Reg- ional Government planning has received the greatest attention as each municipal- ity had been planning separ- ately, are now being planned in an over ail Officiai Plan. Within this Officiai Plan each municipality will have a District Plan. In order to assist the process and try and resoive as quickly as possible some of the critical problems we found in this municipalîty, our Council through the Ont- ario Housing Action Program initiated secondary studies in three areas, Courtice, Bow- manvilie, and Newcastle Vill- age. The cost of these studies is financed through O.H.A.P. The report on Courtice has been reieased and is ready for public participation. T.he study on Bowmanviiie shouid be prepared by Mlarch and the one in Newcastle soon after. Within the District Plan every area in the munîcipaiity wili be considered, whicb in total wýill be a part of the Region Official Plan, which should be ready by the end of 1975. Community Services is an ever expanding programa. Some refer to it as. the exploding municipal service. During the past year we have worked toward the unifying of these various services. The Library Boards now function as one, also the Museums, the Arena's are working together, the completing of the Sports Centre at Hampton will pro- vide much needed accom- modation. The Fire Depart- mient have been reorganized and working as a unit. New fre stations have been pro- grammed, one for Ward 3 and one for Ward 1. fConImunity services pro- gram is studying Parks, Playgrounds, as well as several types of recreation.
