Tuesday, May 17, 1977 The Department of Planning and Development of the' Regional M1unicipaiity of Durham was instructed in 1976 to prepare a study on Year-round mobile home parks. The study is now complete and a report has been prepared. The report contains certain recommendations which after discumsion with the public hiiay, form the b asis, for an amendment to the Officiai Plan of the Regional Miuniicipality- of. Durham. The purpose of, this mieeting is to present the study recommendations which are as follows. 1. Mobile homie parks shall mean land that is owned and operated by a person( s), a co-operative or a condomini um corporation for the purpose of providing residential accommodation' of double wide mobile home units or modular home units. Such units shahl mean a transportable faetory-built single family dwellîng of two or more components that are joined on a permanent anchoring foundation and connectedl to service systemis approved by the Ministry of Environmtent and the Region of Durham so as to be suitable for year-round occupancy and are constructed to meet the standards of the Ontario Building Code, the Electrical Code, Plum-bing Code as weii as ail relevant by-laws of the municipality. 2. That mobile home parks, if deemed desirable by the Council of the respective area municipaiity and subject to their inclusion in a district plan, may be permiitted in those areas designated residential in the Officiai Plan. 3.In (lhe case that a Mobile Home Park is deemed desirable by the Council of the respective area municipality, a speciai zoning category shalh be instituited as per Section 35e of the Planning Act. Iii addition, area mutnicipalities are encouraged to enact such zoning categories througihby-laws in accordanice with Section 35a of the Planinrg Act. 4.A site plan agreemnentwhc is registered on titie shahl be a condition for the approvai by an area municipality of a rezoning or subdivision application for- mobile home park development. 5. Such site plan agreements shah be in accordance with the relevant by-iaws of the area municipaiity and the criteria established by the Central Mortgage and Housing Corporation publication, "Site Planning for Mobile Homes - A Supplement to the Site Planning Handçbook" as may be amended from time to time. ln addition f0 site planning details, the Agreement shahl contain provisions for: a ) a cceptable guarantees to the area municipality and- the Region t0 be fiied with the respective area municipality and the Region f0 guarantee performance of ail work to be completed pursuant to the termis of the Agreement, and b) the paymen t of applicable developmlent charge levies. lit addition, Regional Council shahl require that the applicant( s) enter into appropriate agreements which may include, such mnatters as Regîonai services, Regional levies and Regionai rond facilities. 6. Mobile Hfome Park development shail be treated ln the samne manner as anyv residentiai development for the purpose of 'assessing municipal parki requirements, school requirements, services, utilities, amenities and any other requirements under the Planning Act.
