16-Orono Weekly Times, Wednesday, May 30, 1990 Report from Ottawa by Ross Stevenson, M.P. Durham As Canadians we have respon- sibility for a significant part of our, world 's environment. Canada has 16 Per cent of the earth's entire supply of fresh water, and 10 per cent of its forest resaurces. We are the worid's third iargest producer of miner ais. Our major resource-based in- dustries -- agriculture, forestry, mining, and energy --1 pravide jobs for mare than four million people, which is one of every three worldng Canadians. Therc's an unfortunate flip side ta aIl this. The average Canadian ranks as the world's heaviest user of energy, and in burning fossil fuels is the fourth largest producer of car- bon dioxide. And when it cames ta garbage, that average Canadian is a world beater. He or she produces twa kilograms of' soiid waste each and every day. While it's clear that much re- mains ta be> done, during recent yeas the Canadian government has demonstrated its strang commit- ment ta impraving and restaring ýL ÀAIIinbrook Pet Food and Farm Supplies Coiner of Hwy. 115 and 4th Oonc. Internationally, Canada was the fir st nation ta ratify the Vienna Convention for Protection of thé Ozone Layer, in 1986, and twa years later was hast for a World Cônference on the Changing At- mosphere. Federal legisiation will end the sale of ieaded gasoline next December 1, and by 1994 we wiii have automobile exhaust regula- tions at least as strict as those en- farced in any part of North America. Transport and starage of PCB's have been brought under stringent contraIs. Within the next 10 years controiied CFC's wii be campietely eliminated. In 1985 the Canadian Acid Ramn Contrai Program committed the federai gavernment and the seven eastern provinces ,ta reducing suiphur diaxide emnissians 50 per cent by 1994. Faliawing strang representations fram Ottawa, the U.S. Cangress naw is-debating acid rain contrais that, by the year 2000, wiil cut in haif the amaunt of suiphur diaxide biowing across aur barder. I have just tauched an a few highlights, and the federai gavern- ment was by no means alane in dispiaying this cancern about the environment. Provincial and municipal gavernments, industry, eduicators, citizen graups, cam- munities and individuais ail have jained farces ta meet taday's' en- vironmentai challenges. I hat is encauraging news for al of us who are concerned about aur own future and aur pianet, though a great many other major challenges stili face us. Health Cards The Health Ministry says the new individual health number, available ta everyone in Ontarioaiat birth or upan becaming a resident of the province, will mean faster response ta a persan's needs, and will allow health officiais ta identify and react ta heaith trends. The new system will imprave con- fidentiality. Wjth- the new Health card, the ministry will be able ta cammunicate directly with, the in- dividuai without the risk of in- advertentiy revealing health infor- mation ta other family members. "This new card means that pea- ple's health needs will beý better served," Heaith Minister Elinar Caplan said. "A personal number is the key ta reliable records."
