Leaves have been banned at the Landf iII Site since 1989 and as a resuît, municipalities have flot *been permitted to collect leaves as part of their regular garbage collection service. The collected leaves have to be taken to a Provincially approved Disposai Site. Previously leaves 'could be placed in any type of plastic bag, provided they were specially tagged. This procedure is flot permitted for 1990. 2.Arrangements have been made to collect your leaves and deliver them to a Composting Site pro- vided they are placed in clear plastic bags only and placed for collection in the normal manner. Arrangements 'have been made to ensure that clear plastic bags will be available at local stores throughout the Region. 3. Leaves placed out for collection in any other type of bag or container wilI flot be picked 'Up as regular garbage or as leaves. 4. No. 4041 1000 students with beha vioral problems A recent study revealed that out of ail the students attending Newcastle Board of Education sehools, around four per cent of them have moderate or serious behavioral problems. Over one thirty of' them are classified as severe. Those who are consider ed to have severe behavioral problems are phsycially harmful, very aggressive and verbaliy abusive or depressed, fearful and socially withdrawn. Students who are consîdered to have mild to moderate behavioral problems are timid, often fight, talk back, unable to develop friendships, cry often and neyer smiie. .The survey found some link between the type of problems experienced and marital breakdown and alcohol abuse. It was also found that sehools were using group counciiling, parent conferences and various behavior management strategies to overcome behavioral problems. The committee's step is to begin training the staff in the sehools.
