OrOBO WçeIiIy Tm Wednlesdly, J2nu2ry 1, 1991-7 Council Briefs Council received a letter fromn the Central Lake Conservation Autbority referring to a Newcastle letter as to amalgamation of conservation authorities in the area. The letter stated that the municipalities are the key players i the process and as such a preference for a new amalgamated authority must come from the municipalities. The letter also pointed to a definitive direction from the province on the overaîl scale of amnalgamations. The province for the past couple of years has been promoting the reduction in the number of authorities with mucb stili in limbe. The Ganaraska Authority and the Otonabee Authorities have proposed that the two amalgamate which process was offered by what has been called the Ballinger Report. On the other hand a Burger report suggests that the Ganaraska be joined with CLOCA. The Town of Newcastle expects to meet with the Ganaraska and CLOCA over the issue. Counc. Hamre pointed out that the issue bas been referred to the Mayors' Committee at the Regional level of govemment. A Newcastle staff report notes some cencems of the amalgamation of the Ganaraska and the Otonabee as it would affect the Town. The Town received notice that the Regional Planning committee bas recommended that Regional Road 9 west of Kirby be known as Ganaraska RoadlRegional Road 9. Dennis Hefferon, legal counsel for the Town, has recommended that no furtber action be taken by the Town of Newcastle relating te a letter to the editor that bad appeared in the Oshawa Times which appeared erroneously signed by Frank Wu. 1It was pointed out the use of Frank Wu's name as writer was an unfortunate mistake and that the Oshawa Times bad regretted the error. The letter had been written by Ms. Evelyn Stroud and referred to land use in the Town of Newcastle. In a letter from the Kawartha Conservation Authority counicil was informed that the Minister of Natural Resources, Bud Wildman, had informed the Association of Conservation Authorities that the province would not enforce amnalgamation of authorities. Wildman sald the province would welcome and encourage amalgamation but not force the issue where it was not wanted. A planning report from the Regional of Durham places a preferred location for the proposed Highway 407 across the Town of Newcastle. I Clarke Townsbip this preferred route would run south of Mosport and just north of Skelding Road te joîn up witb the intersection of Highway 35 and 115. The, report notes that this undertaking bas been taken without the benefit of quantifiable data conceming impacts on the natural environment and the agricultural community. It is noted that this information should be made available before identifying a final preferred route. The Town of Newcastle Library Board bas notified the Town of a total capital budget need of $426,750 for 199 1. 'Me sum involves three items of wbicb two relate to the planning, design and collection building necessary in 1991 for a western area brandi to be constructed in 1992. The third item is a requirement of an exit security system to protect the Library's collection materials. Welsh informed counicil that some $2500.00 had been collected locally but that the province bas declined te take part as it was felt the disaster was not of a magnitude to warrant Provincial assistance.
